With a heavy green leather valise in the style of British ministerial boxes to his side, the Foreign Secretary, Léon Dimitri Mourani, arrived at his office to find that to which he had already grown accustomed: a finely decorated set of chambers in a sea of dilapidated, profane shacks and shanties. A secretary — a Malay Muslim, to be precise — greeted him with a list of all chiefs of mission in Kentang, along with cup of Barry’s, which was inexplicably easier to procure than Lipton. He had intended to attend Mass later that afternoon, but it appeared that he would have to stay at the Ministry for quite longer than expected, for the following day would be one of meetings with foreign dignitaries and the new Government, which brought a number of unfamiliar faces to Cabinet; as such, there was little time to waste.

Now at his desk, he penned a letter to the President of the Federation, Tjilik Beluluk, which spoke of the need to discuss matters of foreign policy and requested a date on which to speak of these.

Your Excellency,

I have no doubt that the constitution of the new Federal Government has kept you occupied; I am well-aware of how easily your time is consumed attending to a myriad of matters of state, for you have only recently attained the position of First Citizen. I nevertheless find it necessary to arrange and fix the date for a meeting between us to discuss the management of Elizia’s external affairs as I fear they have been ignored by both the régime that preceded our present Constitution and the post-December Liberation government. As Foreign Minister, I must naturally defend Elizian interests abroad, but I am unable to do so without proper consultation with the Presidency.

More specifically, I wish to speak of the opening of diplomatic missions in foreign countries, the formation and opening of a diplomatic training academy in the style of the American Foreign Service Institute, the terms for the appointment of Elizian chiefs of mission, and the state of the Federation’s ties to its neighbours, which are, in my view, of extreme importance to the restoration of even an iota of our nation’s regional and international prestige.
