While it enumerates a list of subsidised pharmaceuticals and their prices, it doesn't actually state any unit of quantity. What is $22.54, Mr. Speaker? A 24-tablet box of antibiotics? A month's worth of antibiotics? 100 metric tonnes of antibiotics? All antibiotics, including last-ditch antibiotics of exorbitant cost? Only penicillin? The definitions in this Act are fatally flawed and must be thoroughly revised."

"I concur with Senator Si-Liang. The Act lacks critical factors that have to do with exactly what quantity of the proposed subsidized drugs, and I request its author to alter it in a fashion that will eliminate these glaring issues."

Mr Speaker, I thank the Honourable Senator John Chiu for his Questions. Furthermore, I move that the Elizian Pharmaceutical Benefits Act is amended to address these concerns.

Elizian Pharmaceutical Benefits Act
Author: Chi Guozhi (Shadow Public Services Sec.| Liberal Democrats)
Sponsors: Mark Markson (Liberal Democrats), Ahmed Corbor (Shadow Justice Sec.| Social Liberals), Arthur Tan (Liberal Democrats), Muhammad Amin Mulia (Social Liberals), Siva Jeyaratnam (Finance Sec.| Elizia First)

An Act to Improve Healthcare within the Federation of Elizia.

BE IT THEREFORE ENACTED by the Head of the State, by and with the counsel of the Government, and the authority of the Federal Parliament by virtue of the powers placed upon it by the Law, as follows:


§1 - Establishments

A) The Elizian Pharmaceutical Benefits Act Mandates that the Elizian Public Services Office Establishes the Elizian Pharmaceutical Benefits Scheme (EPBS) throughout the Federation of Elizia.
  1. The Elizian Pharmaceutical Benefits Scheme (EPBS) Shall be Evaluated by the Public Services Office every annual year, with the following aspects of the Scheme to be evaluated by Non-Partisan Auditors;
    1. The Effectiveness of certain Prescriptions under the Elizian Pharmaceutical Benefits Scheme (EPBS); and
    2. The Cost of certain Prescriptions under the Elizian Pharmaceutical Benefits Scheme (EPBS).
  2. The Elizian Pharmaceutical & Medical Needs Commission (EPMNC) shall be established to oversight the Elizian Pharmaceutical Benefits Scheme under the guidance of the Elizian Public Services Office.
    1. The Elizian Pharmaceutical & Medical Needs Commission (EPMNC) Shall be Composed of Nine (9) Commissioners appointed by a Head Commissioner.
      1. The Head Commissioner shall be Nominated by the Public Services Secretary of the Federation of Elizia, with the nomination to be voted upon in the Senate of the Federation.
  3. The Elizian Pharmaceutical & Medical Needs Commission (EPMNC) shall be funded through the Elizian Public Services Office's Percentage Stake of the Federal Budget.

§2 - Subsidised Pharmaceuticals

A) The Elizian Pharmaceutical Benefits Act Mandates that the Prescriptions covered under the Elizian Pharmaceutical Benefits Scheme shall be determined by the Elizian Pharmaceutical & Medical Needs Commission (EPMNC).
  1. However, The Elizian Pharmaceutical Benefits Act Mandates that the following Prescriptions be under the Legislative Cover of the Elizian Pharmaceutical Benefits Scheme;





















    Pharmaceutical Patient Cost
    Lipitor (ATORVASTATIN) $18.63 (30x 10mg)
    Nexium (ESOMEPRAZOLE) $29.61 (30x 20mg)
    Plavix (CLOPIDOGREL) $6.20 (28x 75mg)
    Seroquel (QUETIAPINE) $38.30 (60x 150mg)
    Singulair (MONTELUKAST) $29.40 (28x 4mg)
    Crestor (ROSUVASTATIN) $31.49 (30x 20mg)
    Actos (PIOGLITAZONE) $28.95 (28x 15mg)
    Epogen (EPOETIN ALFA) $38.30 (20 000 Units x 0.5ml Injection)
    Antibiotics (AMOXYCILLIN) $16.75 (20x 250mg)
  2. The Elizian Pharmaceutical Benefits Act Mandates that subsidised Prescriptions shall be available to everyone within the Federation.

§3 - Provincial Input

A) The Elizian Pharmaceutical Benefits Act Mandates that the Federal Government of Elizia, through the Constitution, allows Provincial Governments to submit their input on the Elizian Pharmaceutical Benefits Scheme Coverage, where;
  1. The Provincial Governments of the Federation deems that a Certain Medication is vital for their citizens, and if;
  2. There is an epidemic within that Province where subsidised Pharmaceuticals is required.

"Why thank, Mr. Senator. I would be more than happy to collaborate with you on an antibiotic-related bill to prevent the spread of a disease like MRSA, which would cost the government hundreds of millions, if not billions in damages."
