Background: Born in 1967, Pong Ninghong was born into a middle class family in Semalang, Kelapas Province, where she was eventually detained by the Elizian National Congress alongside many other minorities in the Federation. In 1987, Pong fled from her detention camp in Permata to Kentang, where she had sought to be smuggled out of Elizia to seek residence in the United Kingdom. After gaining permanent residence in the United Kingdom, Pong began her studies at Cambridge University, where she had gained a mixed bachelor degree in Civil Law and Tertiary Education in 1990.

After graduating from Cambridge University, Pong Ninghong immigrated to the Commonwealth of Australia, where she became a professor of Law at the Australian National University (ANU) in Canberra. During her incumbency at ANU, Pong continued to study other courses on campus such as Political Science and International Law, where she graduated in 2007.

Pong, who had been offered employment by numerous national governments such as Australia, the United Kingdom, Canada and New Zealand, accepted a position as Chief Policy Advisor for the Minister for Foreign Affairs in New Zealand, where she had gained citizenship and affiliated with the New Zealand National Party.

After the Orchid Revolution in 2015, Pong headed a New Zealander Contingent for Elizian Aid to assist the United Nations during the existence of the United Nations Transitional Government, where she emphasised working in Kelapas Province. After the establishment of the Provisional Government of Kevin Katdare, Pong had migrated back to her homeland, and worked as an investor in Chi Investments before securing her nomination as the Liberal Democratic Candidate for Semalang after the resignation of Leader Chi Guozhi.
