To the great Elizian people: based on your aspirations and in execution of your free will that has been manifestly embodied in continuous support for the revolution and marches in various cities and directorates, I have mandated the Revolutionary Committee to take immediate measures to arrange the status of State authorities. This was met with the support of the popular masses gathering in most constituencies of the country, who welcome our new People's Republic.

During the period granted to the political forces, the political elements who offered support in our revolutions exerted tireless efforts to contain the situation and convince the other political elements of the principle of peace and partnership to save the country from the vacuum left behind by the sudden and unjustified and certainly voluntary resignation of the president and the government.

The leadership of the has revolution responded by undertaking its national responsibilities based on the mandate they received from the people and the national revolutionary forces and in execution of the will of the Elizian people, who have suffered from rulers who were tyrannical, who disdained their higher interest, dignity, rights and freedoms, and who neglected the people’s unity, sovereignty, security and stability.

The leadership of the revolution decided to rise to this massive responsibility – the responsibility to rescue the nation from the current situation and advance to horizons of freedom and dignity, thus gaining a firm foothold among the liberated peoples of the world.

To the great Elizian people: we have pledged, with God as our witness, to do our utmost to assist our country and raise its banner. Thus you must practice self-denial and dedicate your lives, property and efforts to give strength, joy, prosperity, and glory to your country, united against all difficulties and conspiracies, joined in solidarity and cooperation with the nation, since the nation is one, and has one aim and one people. This is in order for the transitional period to be the start of a new era that will steer the country to safe harbor.

Thus, the leadership of the revolution is issuing this Constitutional Declaration in the name of the people to organize the transitional period.

Article 1
The provisions of the constitution in force shall continue to apply, provided that they do not conflict with the provisions of the present Declaration.

Article 2
The Declaration shall regulate the foundations of governance during the transitional period.

Article 3
General rights and freedoms are guaranteed and the State shall undertake to protect them.

Article 4
The foreign policy of the State shall be based on adherence to the good neighbor principle, non- interference in the internal affairs of other countries, adoption of sound and peaceful means to resolve disputes and cooperate to achieve shared interests in a manner that upholds the sovereignty, independence, security and higher interests of the nation.

Article 5
The Supreme Revolutionary Committee is the expression of the revolution and revolutionary committees derived therefrom shall be formed in the provinces and constituencies throughout the People's Republic.

Article 6
A National Transitional Council with 30 members shall be formed by a decree from the Revolutionary Committee. It shall replace the dissolved Senate and it shall include the components that were not represented in the latter body. Members of the dissolved Senate shall have the right to join it.

Article 7
The bylaws of the National Transitional Council shall specify its system of work and the rights and duties of members.

Article 8
The Presidency of the People's Republic in the transitional period shall be exercised by the Chair of the Supreme Revolutionary Committee.

Article 9
The President shall task anyone she deems suitable, whether from among the members of the National Transitional Council or outside it, to form a transitional government from the talent pool of the nation.

Article 10
The Revolutionary Committee shall be competent to take all the necessary measures and arrangements to protect the sovereignty of the nation, guarantee its security and stability, and protect the rights and freedoms of citizens.

Article 11
The powers of the National Transitional Council and the Presidenct shall be determined by a decree supplementing the Constitutional Declaration issued by the Revolutionary Committee.

Article 12
Ordinary legislation shall remain in force unless it explicitly or implicitly contradicts texts of the present Declaration.

Article 13
This Declaration shall enter into force from its date of issuance.

Official Communique of the Supreme Revolutionary Committee to the People of Elizia

Comrade citizens,

Our revolution is now in jeopardy. The so-called Democratic People's Republic of Elizia have shown that despite their pretensions to democracy they are little more than autocrats with an iron-fisted rule. As I write this, they have already removed their parliament to a private business and are using what remaining loyal security forces they have to expel everyone from a five-mile radius around their building. Within their Parliament, they are arresting Senators who represent their constituencies and dissent. All power is in the hands of their narrow executive, along with the so-called speaker who enables them. This trinity of malevolence seek to strip away your freedoms and maintain a permanent emergency government. Their already-drastic decrees of civilian cleansing, attacks against participants in their own faux parliament, and increasingly disturbed rhetoric show their real intentions.

These prancing ninnies talk of "legitimacy". The ENC came to power using "constitutional" means, and then simply beat the people until they could no longer resist. They had their parliamentary decrees, their mock-democracy, and their demonized leftists. The Supreme Revolutionary Committee sees past their facade of "legitimacy" to their true face - fascism. Hitler came to power by parliamentary decree. Mourani, an anti-Muslim elite who has fled and shunned the people at every turn and who has spent his whole career insulting the resistance from his ivory tower in Europe, is already doing the same. The attempted coup by certain far-right forces was his Reichstag Fire, and now we will see what he brings next. Never trust a foreigner talking about "fatherland" - it usually means that he's planning some serious slaughter.

The choice for Elizians is simple. There can be no neutrality at this point, and they must choose between freedom and the PRE and a return to the dark days of the past with the foreign-led and business-dominated DPRE. Anyone who thinks they can just sit on their couch and wait this one out is a fool. This is our country at stake! There can be no waiting on the sidelines. Thousands of brave Elizians have already made their stands, and now we urge you to do the same. The time is now for a new Orchid Revolution, a new resistance, and a new people's uprising. The previous revolution only went halfway. While it destroyed the structures of the old regime, the ensuing flooding-in of big economic interests who had been circling like vultures sniffing for a corpse doomed the new Republic. The DPRE is allied with these forces. It uses their buildings, takes their money, and is mostly made up of their running-dogs and membership. A new business autocracy, as clearly outlined by Mr. Mourani's principles, is in the offing. This time, we Elizians must go all the way and get rid of the very structures that hold us back.

With that in mind, I call on all Elizians who love freedom to lay down their tools, rally to a general strike, and take back the streets. Unlike last time, there is no national army capable of mowing you down. There is no elite crust of soldiers that will crush your resistance with tanks. The police, for the most part, are no less part of the people than you. They too know that the so-called DPRE will bring their families and communities only shame and misery, and that democracy must be safeguarded. When we Elizians in their millions meet a police line, let's not throw rocks but instead shout "join us". The prison-guards have already rallied to us and thrown down a corrupt incarceration. I have no doubt that comrades in the police force will also do their part and throw down the corrupt laws of the DPRE. We can achieve, despite the bloodshed that the far-right attempts time and time again to unleash, a peaceful revolution. Elizia will be saved to the sound of marching feet on pavement, as the workers and farmers make their will clear.

Of course, if they attempt to unleash more violence then we must return the favour. There can be no forgiveness for foreigners killing Elizians to defend business interests. Should that happen, I promise that all my comrades in the government will head to the front lines with you. I know I have not forgotten the dark and glorious days of the insurrection, or the skills which I put to use during it. I was a doctor then, and saved the lives of my comrades. But I did my share of fighting, and expect that unlike Mr. Mourani most of my comrades did too. We Elizians remember more to that war for the nation's soul than mere publishing of right-wing articles and pseudo-intellectualism. We didn't just write that hardship, hope, fear, and freedom. We lived it. And despite all that we lost, I know one thing for sure - despite the pain, heartbreak, and misery that we suffered through, any true Elizian would do it again too breathe free. Allah forbid that we must. But if Mr. Mourani wants to try out a bit of war for himself, having missed out last time, I'm sure that we can oblige him.

In the short-term, we call upon all citizens to march upon the offices of their provincial governors and remind them of their duty to the people, freedom, and democracy of Elizia. As mentioned before, we call on all Elizians to stage a general strike. We call for the factories of DPRE-loyal business clans to be occupied and taken over by their workers. We call for the foundation of revolutionary committees made up of interested citizenry in every town, village, and city with the aim of directing effort on the local scale and immediately building Socialism. We call for all citizens to, if they are unable to do the above, simply disobey any edicts, laws, and orders from the DPRE and their fascist stooges. They have neither moral weight nor political legitimacy. We call for national unity against the threat of a returned autocracy. We call for all those still serving the DPRE to cast off their illusions about its true nature and either be welcomed by us as long-awaited friends or resign themselves to be the oft-beaten running-dogs of a government built only upon reaction, brute force, and capital. We call on the DPRE to take a look of itself and realize that their "democracy by the barrel of a gun" is fascism with a nice hat, and that a republic with no citizens is no republic at all. We call upon the international community to recognize Elizia's new revolutionary government. We call upon the UN Peacekeepers to prevent the right-wing death squads of the DPRE from wreaking bloody havoc upon the people. And we call on all Elizians to pray, in their own fashion, that the peace and freedom they so cherish be preserved.

The only real treason here is where the vice-President of the nation is to call upon Western nations to attack the Elizian people in order to maintain their hegemony. Any democratic move away from capital will always have its response in the beggings of reactionaries for foreign aid. We cannot dignify these people even with the name of fascists, as even those degenerates have pretensions to a popular base. All that the DPRE has is the loyalty of a few ultra-right police officers, certain gangs of thugs, and a heaping load of bluster delivered in surprisingly minimal messages. They can defend neither their conduct nor their goals before the people, and therefore resort to violence and oppression. In the midst of this chaos, we urge the people of this nation to continue civil resistance, uphold the general strike, and keep hope alive. These puppets of foreign monopoly capital and the big banks have cast the first stone, but they will come to learn that when elites attack the masses there is blowback. Let's make these individuals realize that their kind, steeped as they are in usury, conspiracy, and tyranny, shall not last long in the new world. Whether they peacefully surrender or not is up to them.
