Hmm I'm not really sure if that is necessary - there have been examples of several iterations that started out with completely fleshed out history, demographics and other data which haven't lasted as long as some iterations that started rather barebones. I don't think the ultimate longevity of the RP has a lot to do with things like history or culture of the nation - because those aspects while interesting are inevitably going to be ignored; only time that was really used was for preamble to constitution. Given this I'd say we can go with traditional people submitting various proposals for those stuff and voting/ admin decision.

Not really sure where people are getting the idea we ever used a real blank slate anywhere other than Aurentina, which wasn't even expected to become a real roleplay. Inevitably, whether you like it or not, people are already getting ready to monopolize the resolution process we used with Calaverde by preparing comprehensive proposals like they did for Dagmar and Elizia.

The fundamental problem with the resolution process is that it puts the option-making process is the hands of individuals. No option is created collaboratively, creating an adversarial decision-making process that consistently leaves a complacent majority following the decisive wants of one individual and a bitter minority that had no say in the outcome of the decision.

I contend that Calaverde worked because of the resolution process. We had 131 party-declared members a few days after Calaverde. Calaverde could have very easily failed in spite of the process of its development. Therefore this system isn't a proposal predicated on the grounds of what development process will create an effective setting, because anything from Aurentine-style blank slate to unilateral admin decision could incidentally choose a good setting. Rather, the committee process is something I hope will include as many people as possible in the development of the setting and will leave as few people as possible powerless over that development.

ii) to help achieve this, all people who use the term "Committee of the Whole" from here on in are instantly banned from the senate.

Sure, and I don't see anywhere in that resolution that says how these resolutions are supposed to be written. Or is "by a few very active people monopolizing the process" implied?

I'm not really sure that NWO's proposal is the best idea; in my mind it makes the process needlessly complex to the possible detriment of the roleplay: treating all of those topics as seperated issues isn't the best idea as it ignores the fact that most of those topics would be somewhat intertwined and affect one another.

I don't think that elaborate planning committees will do the RP any favours.

It rather seems like it would join a long list of various senate committees, both IC and OOC, that have by far and large failed to deliver on their promises, from the Senate Bombing Inquiry and Council of State in Aurentina to the mess that was Dagmar.
