All parties should update their membership lists in their threads by Noon EST tomorrow, or else they will not receive their money for the Campaign Center.

Actually, I'll be counting members myself and calculating finances today. Regardless, parties should still regularly update their membership in the future for this sake.

Though the roleplay has not formally "started" in the legislative sense, I'd like to propose this as an effort toward a means to that start. Not sure if it needs sponsors, but I'll leave it to the Admins for when we'll vote on it.


Constitutional Convention Act

    Author: Not a Bang but a Whimper
    Sponsors:
    An act providing for definitions, calling for a constitutional convention, laying out the procedures for the convention, and establishing criteria for the adoption of a constitution.

    Section 1: Definitions
   
Constitution - permanent legislation establishing a state and government of Elizia.
Convention - gathering of representatives to draft a constitution.

    Section 2: Constitutional Convention
   
A constitutional convention shall be convened at Kentang, with representatives chosen in the elections organized by the UN Special Rapporteur. The convention shall not be adjourned before ten days of deliberation.

    Section 3: Procedures of the Convention
   
The general principles of parliamentary procedure shall be adhered to at the Convention. Any proposal may be submitted to the assembly for drafting and critique. With two seconds, any proposal may be submitted to the assembly for a vote. Submissions for votes shall be made with special emphasis to the motion, such that it cannot be accidentally ignored. The agenda of the Convention shall be as follows.

    a) On the first day the Convention shall elect a President and agree to or amend this agenda, then draft and submit proposals for a preamble.
    b) On the second day the Convention shall draft and submit proposals for a Bill of a Rights.
    c) On the third day the Convention shall draft and submit proposals regarding the foundations of Elizia and structure of its government.
    d) On the fourth day the Convention shall draft and submit proposals regarding devolution, federalism, constituencies, and provinces.
    e) On the fifth day the Convention shall draft and submit proposals regarding the judiciary.
    f) On the sixth day the Convention shall draft and submit proposals regarding the legislature.
    g) On the seventh day the Convention shall draft and submit proposals regarding the executive.
    h) On the eighth day the Convention shall draft and submit proposals regarding elections.
    i) On the ninth day the Convention shall draft and submit proposals for all other concerns.
    j) On the tenth day the Convention shall vote on all submitted proposals and adjourn.

    Section 4: Adoption of Articles
   
No article shall be adopted to the Constitution without three fifths the support of the Convention. The Constitution shall be enacted when the legislature approves it, and if they do not approve it then the Convention shall convene again.

So, about those smaller cabinets. What if we set up some kind of arbitrary distinction so the Head of Government has to appoint three or four Secretaries of State (probably Home, Foreign, Finance, something else optionally), and these Secretaries can appoint Undersecretaries (or Ministers) at their discretion and under their authority. So the Home Secretary could assign a Minister of Education (if it fits into their portfolio) to draw up education plans, but the position is only open when necessary and at the discretion of the Secretary, not the Head of Government.

Nah, it's more fun when the PM gets to appoint everyone. Like I said in the past, I don't think we should mandate smaller cabinets. If theres enough support for them people will go along with it.

But that's the problem: there will always be support for sprawling cabinets because people will always take the opportunity to have a government position. It makes the cabinet feel less special and makes it feel as if everyone in one side is in government and the cabinet versus another side that is not. It doesn't stratify or differentiate heavily between government and cabinet: having secretaries and then ministers would stratify it so that being picked actually feels special and important. It could be less popular, but that's almost the point.

I personally feel we should set some mandatory Cabinet positions like you say, and leave further positions to be established by the legislature through passing relevant laws (i.e. a "Ministry of Education Act").

Perhaps a clause in the constitution that reads no cabinet seats may exist but those provided for by law, except in the case of emergency seats, which may exist for two weeks.
