"In my long and not entirely distinguished career at the Ministry, I have had the great pleasure of observing some curious characters. My proudest specimen is one known to me only as 'Petrus C', a Titular Councillor at His Imperial Majesty's Treasury. At first I had been assigned to monitor him on some frivolous charges of embezzlement. After interviewing numerous acquaintances of his, and following him about myself, I found him rather striking, and I must confess that against all orders I continued my private surveillance of him for some months after the investigation had ended inconclusively.
He was the very soul of austerity. He drank but little, taking, seemingly, no joy in drunk obliviousness, and seldom engaged in friendly conversation with colleagues and acquaintances. He was, it struck me, married to his profession, spending long hours toiling away at his post. He had no wife, lived alone and kept a small, ordered flat in central Glopurg, seeking no company outside of working hours. He was insufferably punctual and habitual even in his irregularities. Once a month, and always on the second Saturday, he would travel to a certain bathhouse, one that we at the Ministry knew for a fact to be a brothel. He would spend the whole night there, returning home in the early hours of the morning to resume his sober subsistence of duty and diligence.
My curiosity as to why this by all signs impotent man frequented a brothel compelled me to visit it myself. To her good credit, the madame initially refused to divulge any information about her patrons, but she softened quickly once I invoked the name of His Imperial Majesty and the dreaded phrase "security of the Crown". What I learned was that my subject called for a different girl every time he visited, and spent every night doing no more than talking for hours on end. I did not bother to learn the contents of his conversations, and at any rate it neither concerned nor interested me.
I ended my private surveillance not long after.
Now, you may wonder what was so striking about this man. It's simple, really: that he was so typical of our nation's preferred brand of bureaucrat."
