Welcome to the NSG Senate. This is democracy at its worst.

In brief, we are a character-driven and dynamic government simulation roleplay where you will be a politician in the fictional tropical nation of Calaverde, where your actions and the actions of your fellow senators will shape the present and the future of the country, for the better or the worse. Will you choose to be a good and trustworthy representative or will you rise to power through backhanded maneuvers and shady deals? Will you be a crossbencher? A minister? Even a general?

Founded by Denecaep and maintained by chief admin (OP) Maklohi Vai and co-admins (co-OPs) Ainin, Beta Test, Malgrave, and Britanno 2 our roleplay has existed in several iterations for well over a year, and we are the non-NS political RP.

Where do I get started? 〈

First off, there's the Senate Lobby which is our OOC thread, where we discuss about everything related to the roleplay, and sometimes even things that aren't. When needed, it also doubles as a thread where we can roleplay character interactions and other events that are RPed to occur in the legislative building's lobby. Then, there's the Coffee Shop where we propose bills for peer scrutiny and have lively debates on them. The third and arguably most important thread is the Senate Chamber, where we debate bills right before they come to a vote, and cast our ballots to decide whether a bill passes or fails. And last but not least Daily Life in Calaverde, where all roleplay that does not happen in the legislative building goes, whether it be a bus ride, a television broadcast or a neo-fascist terrorist attack.

The senate bill depository is where you submit bills when you have the required level of support (five co-sponsors). This is where your bill waits until it is debated and voted on in the senate chamber. While the Speaker of the Senate handles the legislative queue, the administration team will keep up to date with bills that have been passed. If your bill wins a vote in the chamber, then it will be added to our list of passed legislation here in this thread.

First Amendment to the Calaverde Co-determination Act

An amendment to to amend and expand the scope of the Calaverde Co-determination Act


Section I: Amending the CCDA
a. Section I, Part I, Subsection a, clause iv shall be amended to ‘who have at least five-hundred (500) employees’.

b. Section I, Part 2, Subsection c, shall be amended to 'The chairman of the supervisory board must be a representative elected by the workers of the company elected into their position by the employees of the company they represent at regular intervals at least once every four years.'

c. Section I, Part 2, subsection d, shall be created and state ‘All other committees and boards not mentioned in this bill in all organisations that apply to this Act shall have the same rules required for the supervisory board required to the committees and boards not mentioned.’

A resolution declaring Calalverde's official stance on the region of Western Sahara.



ARTICLE I: Condemnation of Moroccan Human Rights Atrocities
§1 - Calaverde condemns the bombing of Napalm and White phosphorus by the Moroccan military over Western Saharan refugee camps in 1976.
§2 - Calaverde condemns the forced disappearances of hundreds of Sahrawi civilians sequestered by the Moroccan government during the Western Sahara War.
§3 - Calaverde condemns the torture of peaceful Sahrawi independence activists by the Moroccan government.
§4 - Calaverde condemns the repression of freedom of the press by the Moroccan government, which prohibits foreign journalists from reporting in the illegally occupied areas controlled by the Kingdom of Morocco.
§4 - Calaverde hereby condemns all other human rights abuses perpetuated in Western Sahara



ARTICLE II: Condemnation of Acts Contrary to Peace in Western Sahara
§1 - Calaverde condemns the continual rejection of a referendum by the Moroccan government as detailed in the Settlement Plan of 1991, Houston Agreement in 1997 and Baker Plan II in 2003, widely attributed due to the strong support Sahrawi people have expressed for independence. The rejection of a referendum violates the international principle of self-determination, recognized as a human right in the Universal Declaration of Human Rights, which is commonly recognized as one of the foremost authorities on human rights in the world.
§2 - Calaverde specifically condemns the rejection of the Baker Plan II by the Moroccan government in 2003. Under this plan, a referendum would have allowed all residents of Western Sahara, including the illegal Moroccan settlers that have entered Western Sahara during what is unanimously recognized by the international community as a illegal military occupation.



ARTICLE III: Condemnation of the illegal military occupation of Western Sahara
§1 - Calaverde condemns what is unanimously recognized by the international community as an illegal military occupation of Western Sahara, which is recognized by the United Nations as the largest (in both population and area) non-self governing territory in the world.
§2 - Calaverde regards Morocco's claim to Western Sahara as illegitimate as its dubious claim to having a predecessor state to Morocco and Mauritania sign an agreement with some Sahrawi tribes, which is recognized by the International Court of Justice, the foremost authority on international disputes, as not having an effect on the modern-day status of Western Sahara.



ARTICLE IV: Recognition of the Sahrawi Arab Democratic Republic
§1 - In protest of the numerous human rights atrocities perpetuated by the Moroccan Government, as well as the continual rejection by the Moroccan Government of having a referendum, Calaverde shall hereby recognize sovereignty of the Sahrawi Arab Democratic Republic (SADR) over the region of Western Sahara.
§2 - If in a free, fair, internationally monitored referendum where eligible voters include the Sahrawi refugees the Sahrawi people vote to integrate into the Kingdom of Morocco, then the Republic of Calaverde shall transfer recognition from the SADR to Morocco, but only if that is the case.



ARTICLE VI: Diplomatic Relations
§1 - Calaverde shall permit the Sahrawi Arab Democratic Republic to open an embassy in San Cristobal.
§2 - Calaverde shall, if possible, open an embassy with the Sahrawi Arab Democratic Republic in Algiers, until a peace settlement is reached between the Kingdom of Morocco and the Sahrawi Arab Democratic Republic.

Racial Equality Act

To enact legislation that upholds standards of equality for all citizens.

Section 1: Definitions
Race- A group of human beings whom share distinct physical traits.
Discrimination- Policies made in which a certain group of people are favored over another.
Quota- A fixated number of permitted acceptance.

Section 2: Education and Student Acceptance
A. No public college/university shall make use of quotas which discriminate against students based on the arbitrary concept of race.
B. Centers of higher public education will be required to accept students based on grades or individual talents, rather than race/skin color/ethnic background.
C. Universities that fail to meet this requirement must accept students previously rejected due to racial status and compensate them justly within a range of $1,500 to $4,000.

Section 3: Employment and Service
    1) No employer within the public sector may discriminate by limiting employment to a particular racial group.
    2) All workers performing the same job for the same employer, with the same level of effort and dedication, must be paid equally for their services, regardless of race.
    3) No law shall be created which intentionally limit the rights of any ethnic group.
    4) Businesses which gather profit from services to individuals cannot deny customers or clients based on their race, nor can they purposefully downgrade the quality of their services/products to customers or clients based on the same qualification.

Section 4: Enforcement
    1) Businesses which actively give unfair treatment to any racial group must pay a fine of $15,000 to the victim. The fine can be increased accordingly if hate speech is applied.
    2) Teachers within public schools who give children of another race deplorable or abusive treatment will be immediately fired from public educational fields, with their credentials repealed.
    3) Businesses, or any establishment which serves the public, that maintain 'separate but equal' forms of discrimination will be forcibly desegregated or face a fine of $500,000.

An act to reduce unemployment and poverty in Calaverde.



ARTICLE I: Farmland
§1 - Farmland which has been determined to be abandoned or otherwise vacant, having been permanently closed or fallen to disuse through neglect, may be seized by the Government.
§2 - The owners of farmland who owe taxes on the property but have not made payment on it may choose to surrender the land to the Government and in exchanged for forgiveness of the owed taxes.
§3 - Farmland which has come under the control of the Government under §1 or §2 of this article may employ such persons as necessary as to cultivate and harvest crops. Preferential hiring shall go to unemployed persons. Training for agricultural work shall be provided to those who do not possess necessary skills.
§4 - Such farms shall be formed into state-owned co-ops and have a board composed by a majority elected by those employed by the farm and some number of representatives of the government which shall be charged with overseeing the day to day operations of the farm.
§5 - The Calaverdean Land Authority, which shall be an agency of the Ministry of Agriculture and Rural Affairs, shall be responsible for the seizure or procurement of farmland, employment of persons for working the farmland and providing government representatives to the boards of the farms.
§6 - After a period of 10 years of management under the terms of §4 of this article, those employed by the farm may vote to petition the Calaverdean Land Authority for release from authority of the same. If so petitioned, the Calaverdean Land Authority shall release the farm from government ownership. The co-op shall compensate the Government at a fair price for the land. If needed, the co-op may finance the compensation through a loan from the National Agricultural Co-operative Bank with a favorable rate.
§7 - Previous owners of farmland seized under §1 of this article shall be compensated justly for the lands taken, at a value judged by the Calaverdean Land Authority.
§8 - Disputes over abandoned or vacant status or the value of compensation shall be settled by the appropriate legal court.



ARTICLE II: Factories and Businesses
§1 - Factories and other businesses which have been determined to be idle or abandoned, having been permanently closed or fallen to disuse through neglect, may be seized by the Government.

The speakers office got pruned, so I have no way of knowing what the submitted bills are. People need to resubmit old bills that haven't been debated yet.

  1. A government shall present a budget to the Parliament of the Republic of Calaverde two weeks (14 days) after taking office.
  2. This budget shall present to the Parliament of the Republic of Calaverde how the government shall raise income and allocate funds to each government department.
  3. The budget will be presented by the Minister for Finance (or equivalent)
  4. The budget shall be given priority over all other bills.
  5. The budget debate, and vote, shall be presided over by the Vice President of the Republic of Calaverde.
  6. The budget must be given assent by the President before coming to vote, as is the case with all other monetary bills.
  7. If a government fails in a budget vote, it shall be forced to resign.
  8. If a government fails to present a budget within fourteen days of taking office, baring extraordinary circumstances, the President shall dissolve the Parliament and fresh elections shall be held.
    i) Extraordinary circumstances shall be decided on unanimously by the President, Vice President, Speaker of the Parliament, Prime Minister and Leader of the Opposition
    ii) Extraordinary circumstances must not, under any conditions, be because of ministerial incompetence or human error.

An Act to Recognise and Grant Powers to the Parliament of Adrius

Section 1: Recognition
  1. The Parliament, and State, of Calaverde recognizes the Parliament of Adrius as an autonomous body, independent from the Parliament of Calaverde.
  2. The Parliament of Adrius shall be subordinate to the Parliament of Calaverde.
  3. The Parliament of Adrius shall gain and lose powers, as directed by legislation passed by the Parliament of Calaverde.

Section 2: Powers
  1. The Parliament of Adrius may pass any law unless specifically stated by this, or future, legislation.
  2. The Parliament of Adrius may not legislate to give itself new powers.
  3. The Parliament of Adrius may not pass any legislation that amends, or contradicts, legislation passed by the Parliament of Calaverde.
  4. The Parliament of Adrius shall have a budget allocated by the Ministry of Adrian Affairs, or its equivalent.
    i) The Parliament of Adrius may not run a budget deficit
    ii) The Parliament of Adrius may not raise any funds independent of this budget.
  5. The President of the Republic of Calaverde may veto any legislation passed by the Parliament of Adrius.
    i) A veto can be overturned by a two-third majority of sitting parliamentarians.
  6. The Parliament of Calaverde may vote to suspend the Parliament of Adrius.
  7. The President of Calaverde may suspend the Parliament of Adrius on executive order, suspension may not last for longer than two weeks unless lengthened by Parliament.

Section 3: Leadership and Procedure
  1. The Parliament of Adrius shall be free to set it's own procedure, presidium and leadership, unless specifically stated by this, or future, legislation.
  2. The leader of the largest party or coalition, who can command the confidence of the house, shall be appointed to the position of Premier of Adrius by the President of the Republic of Calaverde.
  3. The President shall appoint an Adrian Executive, which shall serve as the Government of Adrius upon the advice of the Premier.
  4. Elections to the Parliament of Adrius shall be once every six weeks, the procedure of which shall be the same of that of elections to the Parliament of Calaverde.

Section 1: Definitions

    Post-nominal Letters - Letters placed after the name of a person to indicate that the individual holds a position, eg. John Doe MP

Section 2: Honorifics
  1. The President shall be entitled to the honorific 'his/her Excellency'.
  2. The Vice President and the Speaker of the Parliament shall be entitled to the honorific 'the Most Honourable'.
  3. Former Presidents and Former Vice Presidents shall be entitled to the honorific 'the Most Honourable'.
  4. The Prime Minister, the Deputy Prime Minister and the Leader of the Opposition shall be entitled to the honorific 'the Right Honourable'.
  5. A former Prime Minister, a former Deputy Prime Minister and a former Speaker of the Parliament shall be entitled to the honorific 'the Right Honourable'.
  6. Members of Parliament shall be entitled to the honorific 'the Honourable'.

Section 3: Additions
  1. Members of Parliament who have a PhD or equivalent shall be entitled to include 'and Learned' to their honorific. (Eg. the Honourable and Learned John Doe).

§1 - National Electricity Infrastructure

1. The Ministry of Transport, Public Works and Urban Development is instructed to found the Calaverdean National Grid.
2. The Calaverdean National Grid (CNG) shall construct and maintain power lines in Calaverde, and coordinate the power needs of the nation.
3. All existing power lines are to be transferred to the state-owned national grid, with appropriate compensation.
4. The CNC shall be tasked with ensuring that all citizens of Calaverde have access to electricity by 2020.

§2 - Power Generation

1. The Ministry of Transport, Public Works and Urban Development is instructed to found the Calaverdean Power Company (CPC).
2. The CPC shall be comprised of the Calaverdean Hydroelectricity Company (CHC), the Calaverdean Renewable Authority (CRA) and is tasked with coordinating the generation of electricity.

§3 - Hydroelectricity

1. The Ministry of Transport, Public Works, and Urban Development is instructed to found the Calaverdean Hydroelectricity Company in order to construct and maintain dams, tidal, wave and other sources of hydroelectricity.
2. The CHC shall be tasked with surveying the nations rivers and constructing at least two major dams by 2025
3. The CHC is authorised to expropriate land for the purpose of national infrastructure, but is to provide fair compensation to landowners.

§4 - Renewable Electricity

1. The Ministry of Transport, Public Works and Urban Development is instructed to found the Calaverdean Renewable Authority which shall be tasked with regulating, researching and constructing renewable energy projects in Calaverde
2. The CRA shall be tasked with surveying and constructing solar, wind and biomass infrastructure in the country.
3. The CRA shall also be tasked with increasing the energy efficiency of all government and state-owned buildings in the country.
4. The CRA is authorised to finance research projects aimed at increasing the efficiency and commercial viability of renewable sources of energy.

§5 - Management and Profits

1. All companies mentioned in this legislation is to receive a one-time starting investment by the Ministry of Transport, Public Works and Urban Development and the Ministry of Environment & Energy in order to have adequate starting capital.
2. It shall be a priority of the CPC and all subsidiaries to invest in national infrastructure and provide an efficient and cheap service to the consumer - to that end profits shall be kept at a minimum.
3. The Ministry of Environment & Energy shall be responsible for appointing the boards of the companies created by this legislation.

§ 1 - Establishment of the Calaverde Poet Laureate Council
1. The Calaverde Poet Laureate Council is hereby established to advance Calaverde through the appointment and advisement of a national Poet Laureate.
2. The Council shall be under the administrative and financial purview of the Ministry of Culture.
3. The Council shall consist of two Councillors and one Head Councillor, each of whom shall:
A. Be appointed by the Minister of Culture, who may revoke their appointment after a review,

A Resolution to affirm the Republic of Calaverde's support for democracy, sovereignty, and peace, specifically pertaining to the crisis in Ukraine.



§1 Mandates
1. Reaffirmation of Ukrainian Sovereignty
a. The terms set out by this resolution will serve to reaffirm support for the Ukrainian government;
i. recognition that all territory held by the government in Kyiv before the conflict belongs to the nation, government, and peoples of Ukraine; and
ii. the Republic of Calaverde henceforth does not recognize the illegal annexation of the Crimean peninsula by the Russian Federation; and
iii. the Republic of Calaverde does not recognize the so-called Donetsk People's Republic or Lugansk People's Republic, nor does it recognize their current occupation of Ukrainian territory as legitimate;
iv. the Republic of Calaverde, while affirming its support for Ukrainian sovereignty, calls for the government of Ukraine to treat all Ukrainian citizens, insurgent combatants, and foreign combatants with dignity and respect, as outlined under international law concerning warfare, human rights, political rights, and civil rights;

2. Condemnation of Russian Aggression
a. The Republic of Calaverde hereby condemns the aggressive tactics taken by the Russian Federation in the Donbass region of Ukraine, including the covert deployment of Russian military personnel and equipment in the sovereign territory of the State of Ukraine; and
b. The Republic of Calaverde calls on the Russian Federation to withdraw all military, economic, and political support for the insurgent groups known as the Donetsk People's Republic and the Lugansk People's Republic; and
c. The Republic of Calaverde decries the violation of human rights in the illegally occupied Crimean peninsula, such as the silencing of opposition groups, the suppression of the Tatar minority, and other systematic abuses towards those Crimeans who do not recognize the Russian occupation;

§2 Actions
1. This Resolution does not authorize sanctions, but it does not forbid the Government of Calaverde from placing sanctions on Russian Federation authorities or sectors in the future, as long as these actions are put to vote in Parliament;

An Act to Increase the Vaccination Rate among Children in Calaverde




Article 1 - Definitions
1.) For the purposes of this Act, "vaccine" refers to a medical innovation prepared from a causative agent of a disease or a synthetic substitute of the pathogen that is injected into a human body for the primary purpose of stimulating the body's immune system to prepare against a possible infection by a similar pathogen in the future,
2.) For the purposes of this Act, "infectious and deadly disease" refers to a a medical illness caused by a proliferation of a harmful biological pathogen that is easily transmissible to other humans, has a high mortality rate amongst infected individuals and has an existing vaccination that has been tested and proven to increase biological immunity against infection by such a disease,
3.) For the purposes of this Act, "children" refers to individuals within Calaverde between the ages of 0-18 years,

Article 2 - Infectious and Deadly Diseases
1.) The Ministry of Health shall have the responsibility of compiling a Registry of Vaccinable Diseases, with a list of medical illnesses which fall under the following criteria:
  1. The disease is easily transmissible and communicable in nature;
  2. The disease causes infected individuals to suffer from a severely-high mortality rate, enough to cause significant disruption to the Calaverdean healthcare services;
  3. The disease in question falls under the World Health Organization (WHO) Report on Infectious Diseases, unless it is determined to be a disease that is infectious only within the territories of the Republic of Calaverde compared to that in the international community;
  4. The disease has an available vaccine that is able to increase an individual's biological immunity to it;
The Ministry of Health is required to list the following diseases under the Registry of Vaccinable Diseases:
  1. Tuberculosis;
  2. Hepatitis B;
  3. Pneumococcal;
  4. Diphtheria;
  5. Pertussis;
  6. Tetanus;
  7. Poliovirus;
  8. Haemophilus influenzae type b;
  9. Measles;
  10. Mumps;
  11. Rubella;
  12. Human papillomavirus;
  13. Influenza;
The Ministry of Health is hereby responsible for the drafting of a recommended timetable, available for public viewing, for children to be immunized or vaccinated against diseases listed in the Registry of Vaccinable Diseases, to guide parents who wish to follow governmental guidelines for vaccination;

Article 3 - Mandatory Vaccinations
1.) All children residing within Calaverde must receive the relevant vaccinations and immunizations against the diseases listed under the Registry of Vaccinable Diseases, by the time the child begins formal education, with the exception of human papillomavirus, the vaccination for which shall not be required until age 12.
2.) Clarifies that all relevant vaccinations are free-of-charge and completely paid for under the Universal Healthcare Act;
3.) The NHB Regional Authorities are hereby responsible for the following duties:
  1. Annually cross-referencing all children who have received vaccinations under the Calaverdean healthcare system, with the list of citizens who turn 18 years of age in that year;
  2. Ascertaining, from the aforementioned cross-referencing, the list of citizens who have not been immunized and vaccinated from the diseases listed under the Registry of Vaccinable Diseases;
  3. Coordinating and working with relevant healthcare providers to compile the relevant information listed in the previous sub-clauses of this clause of this Act;
  4. Coordinating and working with relevant healthcare providers to ensure that relevant safety and hygiene standards are met in the administration of vaccinations, such as not reusing disposable needles on different patients, distributing relevant information about the vaccination timetable and ensuring that doctors and relevant medical professionals do not administer overdoses to unnecessarily endanger the lives of patients;

Article 4 - Penalties for non-compliance
1.) All parents with children that have not been immunized or vaccinated from the relevant diseases listed under the Registry of Vaccinable Diseases are considered to be in non-compliance with this Act, and will be punished with the following a monthly fine of US$50.
2.) Clarifies that the aforementioned punishments will persist until the unvaccinated child has been vaccinated for the relevant diseases or when the child reaches the age of majority, whichever comes first,
3.) Clarifies that in a case of couple that has endured a custody dispute of a child, the parent(s) that had legal custody of the child for the majority of his or her life will be held legally liable for non-compliance under this Act, and the parent who coincidentally had custody of the child when he or she turned 18 years of age will not be held in non-compliance alone,
4.) The punishment of parents in non-compliance of this Act shall be enforced via the list of unvaccinated children compiled by the Ministry of Health in Article 3 of this Act, and the Ministry of Health shall be responsible for coordinating, with relevant medical bodies and judicial agencies to collect the monthly fine required from such parents under this article until the unvaccinated child reaches the age of majority or is vaccinated for the required diseases, whichever comes first,
5.) If a disease is added onto the Registry of Vaccinable Diseases when or after a Calaverdean child reaches 17 years of age, the parents of that child may be exempt from having the child vaccinated against the disease and presentation of relevant documentation, such as the child's birth certificate, to relevant Ministry of Health authorities, shall exempt the child from having to be vaccinated from the relevant disease;

Article 5 - Exemptions
1.) Parents with children that have not been vaccinated from diseases under the Registry of Vaccinable Diseases may apply for exemption from the Ministry of Health, and the Ministry will allow the exemption only if the child has a severe and life-threatening allergic reaction to components of the vaccine, or any similar life-threatening condition that would render the child's survival at high risk after being vaccinated,
2.) The exemption can only be accepted if the child is properly diagnosed by a licensed doctor and the exemption will only apply to the specific vaccine that the child is allergic to,
3.) The Ministry of Health shall have the responsibility of ensuring that parents who have received exemptions are not unduly punished under Article 4 for not vaccinating a child for a disease listed under the Registry of Vaccinable Diseases for a vaccine that the child has been exempted from.

An act to allow a referendum into the question of Adrius


Section 1 - Referendum
1. A referendum shall be held in Adrius about the independence of Adrius.

2. The referendum shall be held under the Elections Act, with the question being "What should be done with regards to Adrius?"
a) Only registered citizens (who have their residence) of Adrius may vote in this referendum

3. The two options shall read:
a) "Adrius should seek greater powers through devolution"
b) "Adrius should maintain the current arrangements"

4. The decision shall be binding, with the passing of this bill meaning agreement by the Government of Calaverde to the result of the referendum

5. The referendum shall be held within a month after this bill is passed.

Section 2 - Follow-up Referendum
1. Should option a) in Section 1.3 of the first referendum gain a simple majority, then a follow-up referendum shall be held two weeks after the first, and will go on for the same time period.

2. The referendum shall be held under the Elections Act, with the question being "How should Adrius seek greater powers through devolution?"
a) Only registered citizens (who have their residence) of Adrius may vote in this referendum

3. The two options shall read:
a) "Adrius should gain greater powers through devolution, whilst remaining part of Calaverde"
b) "Adrius should form an independent nation"

4. The decision shall be binding, with the passing of this bill meaning agreement by the Government of Calaverde to the result of the referendum
