You have to earn the status of sentience here. If you didn't graduate high school, you are regarded as a non-human entity. Considering education is compulsory anyway, you have to try to avoid learning. And we simply can't suffer that.

Mandatory education in my country only lasts from age 2-16 in contrast.

Children born within the nation or by parents who are citizens are not automatically granted citizenship instead having to go through a process similar the naturalization process immigrants have to go through when they turn of age.
