I'm not too clear on the the necessity of a two billion dollar culture budget. I'm not saying I'm against it; I'm saying that I simply don't understand.

And I especially don't understand the two billion for culture when public works has 214 million. Do we not have roads? I don't get how one of the most expensive components of government has one of the smaller budgets. Some explaining on this end would be nice as well.

Capital spending for Public Works is eleven billion dollars, administration costs are two hundred fourteen million. Our esteemed Culture Minister Eduardo Bustamante has more plans for the ministry in the closing days of this term, and giving him the funds needed to carry out his plans would be a given."
