Elections Act

Preamble:
So as to establish election and voting procedures to ensure fair democratic elections, the following is enacted into law:
Article I: Voters
1. To be eligible to vote in elections in Calaverde, a person must be2. In order to vote, a voter should register prior to the election. A voter not previously registered may cast a provisional ballot which shall be counted after the voter has been verified to meet the requirements for voter eligibility.

- above the age of majority, unless none has been set in which case a voter must be above the age of 18 years
- not otherwise disqualified from voting
- OOC: registered for the NSGS RP.
3. Registered voters shall be directed to a particular polling place to cast their vote. A registered voter may cast a provisional ballot at a polling place other than the one they have been directed too which shall be counted after the voter has been verified to meet the requirements for voter eligibility.
4. A voter may only cast one vote in each election.
5. OOC: Any votes cast in a particular election after the first shall be disregarded as invalid unless the previous vote is specifically retracted.
Article II: Elections for Office
1. When an election is to select a candidate for a particular office, the following procedures shall apply to formation and casting of ballots.2. When counting a ballot in an election, the following procedures shall apply.
- Each candidate wishing to run for a particular office shall register their candidacy with the appropriate electoral coordinator.
- Polls shall remain open for a period of 96 hours.
- Each ballot for that election shall contain all registered candidates and a space for a write in candidate.
- On their ballot, a voter shall rank candidates in order of preference by ascending integers starting with '1'. A voter need not rank all candidates.
- Each vote shall initially be awarded to the first ranked candidate on each ballot.
- The vote totals for each candidate shall be counted.
- If a candidate holds a majority of the votes, they shall be declared the winner of the election.
- If no candidate has a majority of votes, the candidate with the least number of votes shall be eliminated and the votes awarded to that candidate shall be redistributed to the next most preferred candidates as indicated on the ballots. If more than one candidate has fewest number of votes
- If a ballot has no further preferred candidates, it shall be removed from the count.
- Return to step 'b' and repeat as many times as necessary until a candidate holds a majority.
