Only because they are allowed to under federal/state law or central government if we are talking about a unitary state like ourselves.

Sheriffs are always elected, but because they are granted that power.

Police Chiefs are usually appointed by mayors. But, because law allows it.

If you want to roleplay your personal distaste for Masalbhumi, then you ought to roleplay it as something that's been standing for decades — the history explicitly states that the City Council has been in order for a considerable period of time; it's not as if it arose to-day.

The city isn't governing itself. It follows national laws and passes laws of its own. Furthermore, it is an additional roleplay meant to exhibit a legislative power with fewer realism restrictions. Don't look at it if you don't like it, they certainly aren't passing laws outside their suburbs.
