An Act to Increase the Vaccination Rate among Children in Calaverde




Article 1 - Definitions
1.) For the purposes of this Act, "vaccine" refers to a medical innovation prepared from a causative agent of a disease or a synthetic substitute of the pathogen that is injected into a human body for the primary purpose of stimulating the body's immune system to prepare against a possible infection by a similar pathogen in the future,
2.) For the purposes of this Act, "infectious and deadly disease" refers to a a medical illness caused by a proliferation of a harmful biological pathogen that is easily transmissible to other humans, has a high mortality rate amongst infected individuals and has an existing vaccination that has been tested and proven to increase biological immunity against infection by such a disease,
3.) For the purposes of this Act, "children" refers to individuals within Calaverde between the ages of 0-18 years,

Article 2 - Infectious and Deadly Diseases
1.) The Ministry of Health shall have the responsibility of compiling a Registry of Vaccinable Diseases, with a list of medical illnesses which fall under the following criteria:
  1. The disease is easily transmissible and communicable in nature;
  2. The disease causes infected individuals to suffer from a severely-high mortality rate, enough to cause significant disruption to the Calaverdean healthcare services;
  3. The disease in question falls under the World Health Organization (WHO) Report on Infectious Diseases, unless it is determined to be a disease that is infectious only within the territories of the Republic of Calaverde compared to that in the international community;
  4. The disease has an available vaccine that is able to increase an individual's biological immunity to it;
The Ministry of Health is required to list the following diseases under the Registry of Vaccinable Diseases:
  1. Tuberculosis;
  2. Hepatitis B;
  3. Pneumococcal;
  4. Diphtheria;
  5. Pertussis;
  6. Tetanus;
  7. Poliovirus;
  8. Haemophilus influenzae type b;
  9. Measles;
  10. Mumps;
  11. Rubella;
  12. Human papillomavirus;
  13. Influenza;
The Ministry of Health is hereby responsible for the drafting of a recommended timetable, available for public viewing, for children to be immunized or vaccinated against diseases listed in the Registry of Vaccinable Diseases, to guide parents who wish to follow governmental guidelines for vaccination;

Article 3 - Mandatory Vaccinations
1.) All children residing within Calaverde must receive the relevant vaccinations and immunizations against the diseases listed under the Registry of Vaccinable Diseases, by the time the child begins formal education;
2.) Clarifies that all relevant vaccinations are free-of-charge and completely paid for under the Universal Healthcare Act;
3.) The NHB Regional Authorities are hereby responsible for the following duties:
  1. Annually cross-referencing all children who have received vaccinations under the Calaverdean healthcare system, with the list of citizens who turn 18 years of age in that year;
  2. Ascertaining, from the aforementioned cross-referencing, the list of citizens who have not been immunized and vaccinated from the diseases listed under the Registry of Vaccinable Diseases;
  3. Coordinating and working with relevant healthcare providers to compile the relevant information listed in the previous sub-clauses of this clause of this Act;
  4. Coordinating and working with relevant healthcare providers to ensure that relevant safety and hygiene standards are met in the administration of vaccinations, such as not reusing disposable needles on different patients, distributing relevant information about the vaccination timetable and ensuring that doctors and relevant medical professionals do not administer overdoses to unnecessarily endanger the lives of patients;

Article 4 - Penalties for non-compliance
1.) All parents with children that have not been immunized or vaccinated from the relevant diseases listed under the Registry of Vaccinable Diseases are considered to be in non-compliance with this Act, and will be punished with the following a monthly fine of US$50.
2.) Clarifies that the aforementioned punishments will persist until the unvaccinated child has been vaccinated for the relevant diseases or when the child reaches the age of majority, whichever comes first,
3.) Clarifies that in a case of couple that has endured a custody dispute of a child, the parent(s) that had legal custody of the child for the majority of his or her life will be held legally liable for non-compliance under this Act, and the parent who coincidentally had custody of the child when he or she turned 18 years of age will not be held in non-compliance alone,
4.) The punishment of parents in non-compliance of this Act shall be enforced via the list of unvaccinated children compiled by the Ministry of Health in Article 3 of this Act, and the Ministry of Health shall be responsible for coordinating, with relevant medical bodies and judicial agencies to collect the monthly fine required from such parents under this article until the unvaccinated child reaches the age of majority or is vaccinated for the required diseases, whichever comes first,
5.) If a disease is added onto the Registry of Vaccinable Diseases when or after a Calaverdean child reaches 17 years of age, the parents of that child may be exempt from having the child vaccinated against the disease and presentation of relevant documentation, such as the child's birth certificate, to relevant Ministry of Health authorities, shall exempt the child from having to be vaccinated from the relevant disease;

Article 5 - Exemptions
1.) Parents with children that have not been vaccinated from diseases under the Registry of Vaccinable Diseases may apply for exemption from the Ministry of Health, and the Ministry will allow the exemption only if the child has a severe and life-threatening allergic reaction to components of the vaccine, or any similar life-threatening condition that would render the child's survival at high risk after being vaccinated,
2.) The exemption can only be accepted if the child is properly diagnosed by a licensed doctor and the exemption will only apply to the specific vaccine that the child is allergic to,
3.) The Ministry of Health shall have the responsibility of ensuring that parents who have received exemptions are not unduly punished under Article 4 for not vaccinating a child for a disease listed under the Registry of Vaccinable Diseases for a vaccine that the child has been exempted from.

Article 4 - Penalties for non-compliance
1.) All parents with children that have not been immunized or vaccinated from the relevant diseases listed under the Registry of Vaccinable Diseases are considered to be in non-compliance with this Act, and will be punished with the following a monthly fine of US$50.
2.) Clarifies that the aforementioned punishments will persist until the unvaccinated child has been vaccinated for the relevant diseases or when the child reaches the age of majority, whichever comes first,
3.) Clarifies that in a case of couple that has endured a custody dispute of a child, the parent(s) that had legal custody of the child for the majority of his or her life will be held legally liable for non-compliance under this Act, and the parent who coincidentally had custody of the child when he or she turned 18 years of age will not be held in non-compliance alone,
4.) The punishment of parents in non-compliance of this Act shall be enforced via the list of unvaccinated children compiled by the Ministry of Health in Article 3 of this Act, and the Ministry of Health shall be responsible for coordinating, with relevant medical bodies and judicial agencies to collect the monthly fine required from such parents under this article until the unvaccinated child reaches the age of majority or is vaccinated for the required diseases, whichever comes first,
5.) If a disease is added onto the Registry of Vaccinable Diseases when or after a Calaverdean child reaches 17 years of age, the parents of that child may be exempt from having the child vaccinated against the disease and presentation of relevant documentation, such as the child's birth certificate, to relevant Ministry of Health authorities, shall exempt the child from having to be vaccinated from the relevant disease;

Article 5 - Exemptions
1.) Parents with children that have not been vaccinated from diseases under the Registry of Vaccinable Diseases may apply for exemption from the Ministry of Health, and the Ministry will allow the exemption only if the child has a severe and life-threatening allergic reaction to components of the vaccine, or any similar life-threatening condition that would render the child's survival at high risk after being vaccinated,
2.) The exemption can only be accepted if the child is properly diagnosed by a licensed doctor and the exemption will only apply to the specific vaccine that the child is allergic to,
3.) The Ministry of Health shall have the responsibility of ensuring that parents who have received exemptions are not unduly punished under Article 4 for not vaccinating a child for a disease listed under the Registry of Vaccinable Diseases for a vaccine that the child has been exempted from.

First Amendment to the Rights and Responsibilities Act

An act to repeal portions of legislation passed in poor faith; to subject all legislation to potential judicial review, amendment, and repeal; to protect the non-partisan nature of the speakership; to restrict the Speaker from refusing to allow debate on legislation; to set forth a process of judicial review; to set terms for the impeachment of the Speaker should they act on partisan grounds.

§1 - Repeal of "Constitutional Importance" Definition
a) §1.1.a of the Rights and Responsibilities Act shall be rendered null and void.
b) All legislation shall be subject to judicial review and repeal.

§2 - Protection of Non-Partisan Role of Speaker
a) The Speaker of the Parliament may not refuse to bring legislation to the floor on alleged judicial, constitutional, or content-related grounds unless granted express and deliberate permission from the Supreme Court.
b) If the Speaker reasonably believes that legislation contradicts doctrines of law which cannot be repealed, she or he may submit that legislation to the Supreme Court for review.
c) The Supreme Court shall review the legislation within one (1) week and return a ruling approving the legislation to be debated and voted upon unless it is in direct contravention of international law to which the Republic of Calaverde is a party.
    i) [OOC] If a member of the Supreme Court is the Speaker, that member shall recuse themselves from the judicial process for the legislation in question.
d) If the Supreme Court rules against the legislation, the offending text shall be struck null and void and it shall be immediately debated and voted upon.
e) If the Supreme Court rules in favor of the legislation, it shall be debated and voted upon within the week.
f) If a presiding officer declines to follow the procedure as described, they shall be charged with contempt of court and, if found guilty, effectively impeached from their role.
    i) Any legislation-based evidence shall be inadmissible for the purposes of this trial.
    ii) Any request for a jury trial shall be denied exclusively for this trial.
    iii) No part of this legislation shall be construed, amended, or repealed in order to malevolently affect legal proceedings, and therefore it shall only be subject to such construction without relevant legal proceedings, as described within this legislation, underway.

Yeah, for consistency's sake it would be best to regard Adrius as a Dutch majority. We've all been acting like it the whole time anyway, it would make no sense for it to have anything but 65% or more majority.

No stats were ever agreed on as far as I know. So how does anyone know that there is a large Dutch majority that would make Adrius very politically significant?

An Act to Increase the Vaccination Rate among Children in Calaverde




Article 1 - Definitions
1.) For the purposes of this Act, "vaccine" refers to a medical innovation prepared from a causative agent of a disease or a synthetic substitute of the pathogen that is injected into a human body for the primary purpose of stimulating the body's immune system to prepare against a possible infection by a similar pathogen in the future,
2.) For the purposes of this Act, "infectious and deadly disease" refers to a a medical illness caused by a proliferation of a harmful biological pathogen that is easily transmissible to other humans, has a high mortality rate amongst infected individuals and has an existing vaccination that has been tested and proven to increase biological immunity against infection by such a disease,
3.) For the purposes of this Act, "children" refers to individuals within Calaverde between the ages of 0-18 years,

Article 2 - Infectious and Deadly Diseases
1.) The Ministry of Health shall have the responsibility of compiling a Registry of Vaccinable Diseases, with a list of medical illnesses which fall under the following criteria:
  1. The disease is easily transmissible and communicable in nature;
  2. The disease causes infected individuals to suffer from a severely-high mortality rate, enough to cause significant disruption to the Calaverdean healthcare services;
  3. The disease in question falls under the World Health Organization (WHO) Report on Infectious Diseases, unless it is determined to be a disease that is infectious only within the territories of the Republic of Calaverde compared to that in the international community;
  4. The disease has an available vaccine that is able to increase an individual's biological immunity to it;
The Ministry of Health is required to list the following diseases under the Registry of Vaccinable Diseases:
  1. Tuberculosis;
  2. Hepatitis B;
  3. Pneumococcal;
  4. Diphtheria;
  5. Pertussis;
  6. Tetanus;
  7. Poliovirus;
  8. Haemophilus influenzae type b;
  9. Measles;
  10. Mumps;
  11. Rubella;
  12. Human papillomavirus;
  13. Influenza;
The Ministry of Health is hereby responsible for the drafting of a recommended timetable, available for public viewing, for children to be immunized or vaccinated against diseases listed in the Registry of Vaccinable Diseases, to guide parents who wish to follow governmental guidelines for vaccination;

Article 3 - Mandatory Vaccinations
1.) All children residing within Calaverde must receive the relevant vaccinations and immunizations against the diseases listed under the Registry of Vaccinable Diseases, by the time the child begins formal education, with the exception of human papillomavirus, the vaccination for which shall not be required until age 12.
2.) Clarifies that all relevant vaccinations are free-of-charge and completely paid for under the Universal Healthcare Act;
3.) The NHB Regional Authorities are hereby responsible for the following duties:
  1. Annually cross-referencing all children who have received vaccinations under the Calaverdean healthcare system, with the list of citizens who turn 18 years of age in that year;
  2. Ascertaining, from the aforementioned cross-referencing, the list of citizens who have not been immunized and vaccinated from the diseases listed under the Registry of Vaccinable Diseases;
  3. Coordinating and working with relevant healthcare providers to compile the relevant information listed in the previous sub-clauses of this clause of this Act;
  4. Coordinating and working with relevant healthcare providers to ensure that relevant safety and hygiene standards are met in the administration of vaccinations, such as not reusing disposable needles on different patients, distributing relevant information about the vaccination timetable and ensuring that doctors and relevant medical professionals do not administer overdoses to unnecessarily endanger the lives of patients;

And? Canada has a Sikh MP, they're not completely out of the ordinary. The only MPs that never made sense to me was Maryginia's 18-year old PT member and the Dej/Nihil combination of Tony Blair and Boris Johnson.

Thing is, it would make a lot more sense for an island, colonized by the Dutch (ergo eradicating most natives), dominated politically by Dutch people, and with a political movement based mostly around the fact that they're Dutch and the rest of the nation isn't even close, to be ethnically dominated by Dutch too.
