ii) If no criminal trial proceeds after the impound of these transportation devices, they must be released after a period of 20 days

Electroconvulsive therapy (ECT) - is a procedure in which electric currents are passed through the brain, intentionally triggering a brief seizure.

Section 0. Preamble

This act is one meant to protect the mentally disturbed of this nation and many other from the harmful effects of Graduated Electronic Decelerators both psychically and mentally. It is worth noting that the UN has declared these devices to be in violation of basic human rights.

Section 1. Operative Clause

a) This act hereby bans all GEDs and require that any in use currently be immediately shut down and turned into a local government center where the police may collect them for disposal.
b) This act requires that the manufacture and sale of GEDs be hereby forbidden from the point of this bill becoming law onward.
c) This act classifies GEDs as torture devices.

Sub-Section A. Regulation of Electroconvulsive Therapy

a) Requires that before electroconvulsive therapy may occur, consent of a mentally capable guardian or patient must be given in written or recorded verbal form
b) Requires that the therapy must be administered by a licensed medical professional and monitored by at least one other medical staff member
c) Requires that all ECT treatments be recorded for legal record

Section 2. Offenses

Torture - anyone who knowingly inflicts severe pain on someone as a punishment or to force them to do or say something, or for the pleasure of the person inflicting the pain is guilty of the crime of Torture. [This crime is punishable by a maximum of a $50,000 fine and/or a ten(10) year prison sentence.]

Illegal Operation of a Graduated Electronic Decelerator - the knowing usage, sale, or manufacture of a GED. [This crime is punishable by a maximum of a $10,000 fine and/or a one(1) year prison sentence.]

Medical malpractice - professional negligence by act or omission by a health care provider in which the treatment provided falls below the accepted standard of practice in the medical community and causes injury or death to the patient. [This crime is punishable by a maximum of a $55,000 fine and/or a five(5) years prison sentence and the removal of medical license.]

For the first, include an exception for a person smuggling another for the purpose of the smugglee fleeing oppression, slavery, etc. or to apply for assylum and I will sponsor.

For the second, medical malpractice is typically covered by civil suits. If their negligence results in death, it would be a voluntary or involuntary manslaughter (based on the proposed criminal code, can't remember what it would be under Police Powers). If you can come up with a convincing argument for it, or strip it out, I will sponsor.

If you are seeking political asylum you approach the country you want to go to. You don't go and get smuggled in.

Depends on the situation. Sometimes it is impractical (and I don't mean just inconvenient) to try to gain asylum until after you have already arrived in the country you are seeking assylum from.

So you would not provide an exception for this scenario: A person is fleeing persecution in their homeland and seeking assylum. There is no embassy or diplomatic mission from Calaverde they can go to in their country without being captured and killed/tortured/otherwise abused. Instead, a sympathetic crewmember on a freight ship smuggles the person on board their ship. Since they have to hide during the entire voyage, there is no oppurtunity to make contact with Calaverdean authorities prior to arrival in San Cristobal. Upon the ship pulling into port, the person leaves the ship and immeadiately contacts the authorities to apply for assylum.

I would consider removing the prison term for malpractice, but the fine and removal of license will stand. If you screw up, the state should be able to hold you accountable for your misconduct as a medical professional.

This act involves the accessibility of cheese to people in poverty or financial strain, to make cheese of all kinds as equally accessible to the upper class, as it is to the lower and middle class. This way, people of all kinds can have cheese as our forefathers intended it. This bill as well as pertaining to the accessibility of cheese, involves the regulation of the sale of cheese and the production of cheese.


Definitions:
cheese- the curd of milk separated from the whey and prepared in many ways as a food
edict- a decree issued by a sovereign or other authority
Purpose:
• To make cheese accessible to all.
• To increase morale of citizens (with cheese related activities.)
• To ensure that all people whether they are upper, middle, or lower class can have the same cheese related opportunities.
• To increase cheese market and boost economy.
• To put safety regulations on what can be put in cheese before resale based on approved substances from a government based cheese safety board.
§ 1 – Cheese Accessibility
• No individual, organization, corporation, etc. may deny a citizen the right to obtain or participate in, cheese, cheese related activities or events, producing cheese, etc.
• If a citizen of Calaverde is denied the right to cheese, or a cheese related product, activity, or the production of cheese, the individual, organization, corporation, etc. will be punished fiscally to promote equality in this country, and those surrounding us.
• If a citizen of Calaverde is denied entry into, or participation in, or application to, a play, movie, or any other public occurrence, for their usage or consumption of cheese, that individual, organization, corporation, etc. will be punished fiscally.
• If a citizen is denied a job opportunity, or interview, for his or her consumption, or usage of cheese, and it can be proven to be because of their usage or consumption of cheese, even if that citizen is more qualified, etc. a fiscal punishment will be set into place on that individual, organization, corporation, etc.
§ 2 – Exceptions
• Only in the case that a gathering or activity that requires a certain monetary amount to enter that has cheese within it and a citizen is denied entry for not having the proper funds, will no monetary penalty be put into place.
§ 3 – Regulation on the Sale of Cheese
• If cheese is sold without passing safety regulations, which state that no chemical or other substance that has been proven to be harmful, or not approved at all by the C.H.E.E.S.E. can be in the cheese that is being sold for later, or immediate consumption.
• If cheese that was sold to an individual or group causes harm to the consumer(s) of that cheese, then that vendor, salesman, or store will receive a fiscal punishment.
§ 4 – Regulation on the Production of Cheese
• If cheese is produced with harmful chemicals or other harmful substances, or substances that have not been approved by C.H.E.E.S.E. it cannot be sold to a vendor, salesman, or store, for resale and consumption.
• If cheese that was sold to a store, salesman, or vendor, causes harm to the consumer(s) of that cheese, then whoever may have produced that cheese will receive a fiscal punishment.
§ 5 – C.H.E.E.S.E.
• A board to oversee that this act is followed shall be formed
• It shall be known as the Cheese Health Entitlement Enterprise and Safety Edict, or C.H.E.E.S.E.
• It shall be consisted of three members, who are to be appointed by the Minister of Health
• The president may veto any appointment to the board
• A member of the board may be removed at any time by the President or Minister of Health

For the second, medical malpractice is typically covered by civil suits. How about this, they remain detained for 30 days, if a decision on their status has not been reached by then they will be released on a parole status. And they must check in once every two weeks or face deportation.

How about this, they remain detained for 30 days, if a decision on their status has not been reached by then they will be released on a parole status. And they must check in once every two weeks or face deportation.

With the exception of changing it to be a maximum of 30 days (after all, if a decision is reached earlier, why keep them in custody) I support this and will sponsor.

Pretty much 99% of politicians in a national parliament are in the top 25% of income earners. Even MPs in the UK get pay that puts them in the top 10% of incomes by the median wage. Seems like a bit much to me. I don't think that politicians really need to make that much.

I agree with Senator Giuliani, it seems that the politicians are getting a bit over-payed in my opinion.
