I think in general physical libraries can be handled locally - plus I am writing a directive which requires publicly funded universities to make their libraries accessible to members of public for reference purposes.
National digital library would be a cool thing though, especially if we could get around copyright so digital library allows people to refer to any academic text, books etc that has been published digitally without having to shell out for rights to individual copy. I will look into it...

There's no reason we can't do Neoclassical. Perhaps we should form a committee to oversee the National Library. They could conduct a nationwide design contest, etc.

Neoclassical tends to show scholarship, power (oh not all that important for a National/Senate Library), and knowledge. My vote would be for neoclassical as I am not a fan of modernist architecture but I believe this could be solved democratically.

Yeah, a vote would be the best way to solve it. However, I am still for an online national library.

Aye, here's what I am thinking - we allow free reference (no downloads) excluding things like business reports for all members of public and free reference and download for students. We achieve this without shitting on concept of copyright by using eminent domain - having educated populance and free access to information for students is of significant public interest therefore the library has right to use copies of the book provided author has been offered fair recompense.

This act involves the accessibility of cheese to people in poverty or financial strain, to make cheese of all kinds as equally accessible to the upper class, as it is to the lower and middle class. This way, people of all kinds can have cheese as our forefathers intended it. This bill as well as pertaining to the accessibility of cheese, involves the regulation of the sale of cheese and the production of cheese.


Definitions:
cheese- the curd of milk separated from the whey and prepared in many ways as a food
edict- a decree issued by a sovereign or other authority
Purpose:
• To make cheese accessible to all.
• To increase morale of citizens (with cheese related activities.)
• To ensure that all people whether they are upper, middle, or lower class can have the same cheese related opportunities.
• To increase cheese market and boost economy.
• To put safety regulations on what can be put in cheese before resale based on approved substances from a government based cheese safety board.
§ 1 – Cheese Accessibility
• No individual, organization, corporation, etc. may deny a citizen the right to obtain or participate in, cheese, cheese related activities or events, producing cheese, etc.
• If a citizen of Calaverde is denied the right to cheese, or a cheese related product, activity, or the production of cheese, the individual, organization, corporation, etc. will be punished fiscally to promote equality in this country, and those surrounding us.
• If a citizen of Calaverde is denied entry into, or participation in, or application to, a play, movie, or any other public occurrence, for their usage or consumption of cheese, that individual, organization, corporation, etc. will be punished fiscally.
• If a citizen is denied a job opportunity, or interview, for his or her consumption, or usage of cheese, and it can be proven to be because of their usage or consumption of cheese, even if that citizen is more qualified, etc. a fiscal punishment will be set into place on that individual, organization, corporation, etc.
§ 2 – Exceptions
• Only in the case that a gathering or activity that requires a certain monetary amount to enter that has cheese within it and a citizen is denied entry for not having the proper funds, will no monetary penalty be put into place.
§ 3 – Regulation on the Sale of Cheese
• If cheese is sold without passing safety regulations, which state that no chemical or other substance that has been proven to be harmful, or not approved at all by the C.H.E.E.S.E. can be in the cheese that is being sold for later, or immediate consumption.
• If cheese that was sold to an individual or group causes harm to the consumer(s) of that cheese, then that vendor, salesman, or store will receive a fiscal punishment.
§ 4 – Regulation on the Production of Cheese
• If cheese is produced with harmful chemicals or other harmful substances, or substances that have not been approved by C.H.E.E.S.E. it cannot be sold to a vendor, salesman, or store, for resale and consumption.
• If cheese that was sold to a store, salesman, or vendor, causes harm to the consumer(s) of that cheese, then whoever may have produced that cheese will receive a fiscal punishment.
§ 5 – C.H.E.E.S.E.
• A board to oversee that this act is followed shall be formed
• It shall be known as the Cheese Health Entitlement Enterprise and Safety Edict, or C.H.E.E.S.E.
• It shall be consisted of three members, who are to be appointed by the Minister of Health
• The president may veto any appointment to the board
• A member of the board may be removed at any time by the President or Minister of Health

Neoclassical signifies that it is old building - we are looking towards the past and simply emulating what they did. Post modernist signifies that we are looking forward, that we are going to progress and most importantly it allows us to have really cool shit. I am going to post bill for national library tonight/ tomorrow morning GMT.

Neoclassical shows buildings of importance and nothing about age. Also many historical buildings of knowledge are of neoclassical architecture. For example the US Library of Congress and the National Library of England. There is a reason even many of the new museums are being designed with neoclassical architecture. Also factual texts are not set in the future but rather the past. We may be looking to the future but the text itself is from the past.

I think Neoclassical buildings do rightfully look back to the past. They hearken back to the glory of Greece and Rome, the beginning and one of the flowerings of Western civilization.

Anti-Smuggling Act
An act to secure our borders against blackmarket dealings and dangerous cartels.

Definitions:

smuggling - to move (goods) illegally into or out of a country and/or to convey (someone or something) somewhere secretly and illicitly.

Section 0. Preamble

This act is intent on making sure that recent legislation are actually enforceable and do not place undue burden upon the owners of illegal weapons so much as to punish the providers of these illegal weapons and secure our borders against the transport of particularly dangerous materials and hazardous wastes.

Section 1. General Smuggling

a) This act prohibits the import of any goods through any process which seeks to bypass procedures set out by the laws of this nation
b) Prohibits the export of goods that seek to bypass legal procedures of Calaverde and/or other nations
b) Declares that any smuggled goods may be seized by the government of Calaverde

Section 2. Smuggling of Human Beings

a) This act declares that the smuggling of human beings across international borders without their consent to be heinous and illegal
b) This act also prohibits the smuggling of human beings with their consent if they seek to bypass lawful procedures
c) If a person is seeking asylum, they may enter the nation under detention; the person will be detained up to 30 days and if a decision on their asylum status has not been reached they may be paroled to the public
i) While on parole the asylum seeker must check in to a local police station every two weeks

Section 3. Trafficking of Illegal Goods or People

a) Prohibits the movement of illegal goods, materials, or people within the nation
b) Permits the police forces of Calaverde to impound any transportation device in which any smuggled materials are carried
i) Transportation devices impounded may be released by any sitting judge or after a non-guilty sentence is issued in any resulting criminal trial
ii) If no criminal trial proceeds after the impound of these transportation devices, they must be released after a period of 20 days


Section 4. Offenses

Trafficking - the movement of illegal goods, materials, or people within Calaverde. [This crime is punishable by a maximum of a fifteen(15) year prison sentence.]

Smuggling - the import of illegal goods, materials, or people with the intent to bypass legal procedures of import. [This crime is punishable by a maximum of ten(10) year prison sentence.]


Act Against Graduated Electronic Decelerators
An act to prevent inhumane treatment of the mentally ill.

GED - graduated electronic decelerator, device used to send electric shocks to the skin as an aversive punishment

Electroconvulsive therapy (ECT) - is a procedure in which electric currents are passed through the brain, intentionally triggering a brief seizure.

Section 0. Preamble

This act is one meant to protect the mentally disturbed of this nation and many other from the harmful effects of Graduated Electronic Decelerators both psychically and mentally. It is worth noting that the UN has declared these devices to be in violation of basic human rights.

Section 1. Operative Clause

a) This act hereby bans all GEDs and require that any in use currently be immediately shut down and turned into a local government center where the police may collect them for disposal.
b) This act requires that the manufacture and sale of GEDs be hereby forbidden from the point of this bill becoming law onward.
c) This act classifies GEDs as torture devices.

Sub-Section A. Regulation of Electroconvulsive Therapy

Medical malpractice - professional negligence by act or omission by a health care provider in which the treatment provided falls below the accepted standard of practice in the medical community and causes injury or death to the patient. Ok, i'm going to write a salary act. The numbers I am thinking are below.

$67,060 for an MP
$89,435 for a Parliamentary Under-Secretary of State (Really Junior minister. If we ever have them)
$98,740 for a Minister of State(Junior minister in charge of a department. If we ever have those.)/Deputy Speaker
$134,565 for a Cabinet Minister/VP/DPM/Speaker
$142,500 for the PM/President


I also want to get feedback on what the expenses situation should be like.

Also, this puts at least all government officials in the top 25% of income earners.
