You've never been to South Carolina. I'm pretty sure that state will slightly change your mind. You'll at least like the state's country-ness.. Especially the upstate, near Greenville

Do that, plus just let people join in freely. Like I said, make it open. The fun is in the characters that can be roleplayed, not the plot.
