I'm afraid I'm not familiar with the Protoverse, but my personal sympathies rest firmly with the 80's. That's nostalgia for you.
Anyhow; how would such an RP shape up? A couple key factors that need to be decided are: character versus faction and story versus free-for-all.

I think those books you mentioned are not existed (as in no one sells it) here, in my country.

IIRC..
Steampunk- A sort of futuristic victorian setting, with steam technology having advanced so far that it is both futuristic and commonplace, while still It also uses various types of handwavium.
Cyberpunk- A futuristic, often dystopian setting, in which technology is highly advanced. However, most of the time, corporations have gained power and are almost completely unregulated. Cyberpunk is often focused on corporate warfare and espionage.
Biopunk- Similar to Steampunk, except that the advanced technology is biological. Think of the Darwinists from that one steampunk vs biopunk book series.
Dieselpunk- In which technology has advanced in use, but not necessarily anything else. Many things are run by gasoline, and feature dark steel and belching exhaust pipes.
There may be a few more.

I would be very interested. Maybe you can call it the Clockworks or something.
What I'm thinking is that there is one "official" entrance, but several secret entrances exist and, despite international treaties prohibiting it, are exploited by nations/organizations for their own profit.
If you ever decide to develop this, I could write up the Official UN Guide to the Machine or something like that.
