Ahh! In that case, you should decide on the reason Earth is in a strategical position. In any case, if the Reavers use resources from planets to expand their capabilities, then conquering Earth could be a way of denying the Reavers an important source of materials. Apart from that, you should decide what makes earth strategically important. If your universe uses hyper-lane travel, there could be an important hyper-lane past Earth. If you use another way of travel, that could be important, too. Once you have that reason settled, then you can concentrate on the actual occupation of Earth.
Ah right, that will take some consideration though I do enjoy Hyperspace lanes as I find them more eco-friendly then artificial wormholes and 'warp' fields.
I do like your expanding markets proposal, though I do want to give the Sovereignty something they can say to justify the occupation. In this case the threat of the Reavers- the Sovereignty can in such a case honestly state that their hold on Earth is securing it from the Reavers, and improving Humanity's position in the galactic theater as well as it's standard of living- the Sovereignty has this 'Paternalist' side to it's occupation- similar justification as that used by Europeans in colonizing Africa.
It's a delicate situation being formed- and I'd like to make it more stable- one one hand I want the Sovereignty to be acceptable yet at the same time I don't want the Sovereignty to be 'too good'- just acceptable. It's suppose to be a type of 'benevolent overlord', lacking in political freedoms but generous and arguably just (arguably as the Sovereignty isn't that learned in Earth's legal system before the occupation, and doesn't have a trial by jury but rather by inquisition- as in an investigative trail system. They find 'trial by jury' flawed in regards to it's potential to bring in personal bias and perhaps mobocracy to civilization).
It's giving but demanding; in that expects obedience in exchange for that which it provides. People can be moved to new jobs, conscripted, or exiled if the proper orders are given.
Balancing this lack of liberty with a sense of benevolence is a challenge. People can still apply for jobs they desire but the Sovereignty can move them to other work with a command.
At least in the current concept.
Which is where the question comes in; is it possible to remotely enjoy this setting with it's current level of dominion?
