Yes, I agree; internationally if not domestically.

There's been talk of China's endless expanding building cities, China's building cities with the intent to generate revenue, and give the absolutely gargantuan population a place to live. Vietnam doesn't need to have an opinion on the matter. The biggest, greatest haemorrhages of government spending and force can't possibly hope to slow down the steaming train that is the internal development of China.
