So who arrested Kruger? The constabulary said that he was under arrest, but the NIB physically took him away. So, did the NIB have the same warrant as the constabulary.

The NIB? I'm fairly sure that it was the Tactical Response Unit (read: SWAT team) of the Leishaagen Metropolitan Constabulary that took him away.

No, it was the constabulary. We came in to search for any more evidence. EDIT: And in case it went like the Rothschild arrest.

The warrant to arrest applied to any law enforcement agency in Aurentina so long as it fell within their jurisdiction. IIRC he was forced to land after taking off(?) If he'd been forced to land at a stone frigate, the Commonwealth Naval Regulator Service could've arrested him.
