It is fully necessary because it keeps my neighbors from riding their loud ass scooter up and down the road all night... They ride that thing until about 10:55... Delivering what ever the hell they are delivering that I am sure is illegal.. They stop making noise at 11:00. so that law works..

It is not oppressive obviously, since the state has yet to rebel from the feeling of being oppressed.

A scooter? You're seriously complaining about a scooter? And in any case the mere fact that there are plenty of places that do not have noise ordinances and do not have noise problems proves beyond a shadow of a doubt that the law is not necessary.
People accepting the law out of ignorance is not a sign of it not being oppressive.
