Not always. Its like "you" in that whether its singular or plural is dependent on context. "They" actually does have legitimate historical (and contemporary) usage as a singular pronoun.

They gave me sex ed at school in the second class of secondary school. The chapter was filled with tons of pictures of dicks, and a drawing of a naked woman. The added pictures of STDs made said chapter a real jewel.

They don't feel like using the other pronoun, which is sufficient reason. And singular they is perfectly acceptable in modern parlance.
