Basically set standards for every student in the nation, iirc. Not an inherently bad thing, but then teachers started focusing on meeting the standards instead of actually teaching their students knowledge.

Yes, but they have numbers, and bureaucrats no how to compare numbers. They spent years in college learning how to compare two numbers and determine, without fail, which one is larger.
