This is going to be very hard to initiate. I would think the French govt would be worried about it as a threat to TGV profits which are already in decline, and they do need this profit to pay off its public debt. Can we do some consultation first about this? This will have to involve some regional collaboration of transport minstries.

Yes I believe so, to stop that from having an effect one needs to build service shafts up to the surface with high speed tunnels. I believe that's one reason why the channel tunnel train has a speed limit of only 90 odd MPH. Much faster and the problems you allude to would start to begin. Speed limits in the Channel Tunnel are dictated by air-resistance, energy heat dissipation due to the shape of the tunnel.
