That number is only for the city proper. Greater Leishaagen includes the NCR and the region to the southwest of the NCR as well.

Well, at least, for the LFS, it's mostly white with an Aurentine tricolour blue upper fifth ( viewtopic.php?f=25&t=268961&p=17773103#p17773103 ), but a double-decker in that colour sounds really ugly.
