Rail services on the other hand, may not exist given the viability said lines in question, such as transport mode competition, state of the infrastructure and whether or not there are enough people to run profitable services.

Ok, the reason for a public toll road is so that the money from the tolls would be used to maintain the road (and cost less overall to the government).
