That is reasonable, but you can't have an absolute monopoly on all of the National Capital Region is what I'm saying. It is perfectly reasonable to assume there are blocks and other isolated areas where the Anglo-Aurentine mafia doesn't have control.

If there is a district where Russians live, there will be at least one person connected to organised crime. They are much more likely to be connected to Russian crime than Aurentine crime.
