"No more than". Does not mean it is has to be 2 months exactly and can't be shorter. It just means it can't be longer.

I suppose a better phrasing of my previous point was that the election can be the 20th or, in fact, yesterday. I think that we should take full advantage of the timing to allow for procedure to be carried out per PEPA (registration period, etc.).

If the crowd did not disperse immediately then the riot police would be granted permission to aggressively clear the streets with batons, shields and if needed bean bag rounds.

But, Mr. President, the exact opposite is true.
If you have the election 2 months from the beginning of the previous election, then the President's term will have been 4 days shorter than two months.
