The snot comes out because you are inhaling vapor (that is why Eucalyptus is good, it has expectorant properties), not because you are exposing your whole body to hot water.
The temperature of your body is frequently ~37°C. The only thing a hot (30°C+, by cold shower I mean ~20°C) shower will cause will be helping to destabilize the thermal balance of your body. Believe me, I had 1-4 respiratory system illness emergencies a month until age 5 so me and my mom are already used to what we are supposed to do in any situation.
Only the vapor that you will inhale is enough for this protein to break down. The cold is mostly a respiratory system problem anyway.
