Before what you humans would consider 900, the Vulpine peoples lived in many warring tribes and fiefdoms and confederations. In the 900s, one of these princes, Dhelprater Renhardi, rose above the others and established a single Vulpine nation, the Vulpinian Kingdom. In the 1400s, his dynasty died out, and another dynasty took its place. They renamed the country the Kingdom of Dhelpratia, after the first king. Their first king swore to uphold the same code; not all of his descendants did, though, and corruption and cruelty began to spread through the monarchy. The majority of the kings of the new dynasty quickly fell into one of two categories: unwilling to rule or unable to do so, or corrupt and cruel. The country's wealth trickled away; the peasantry grew poorer than it had already been, the nation's coffers were bankrupted by increasingly large royal pet projects, exorbitant palaces and grand monuments in their name.
In what humans consider the late 1600s, a popular uprising began, and was able to successfully overthrow the kingdom. Some among its leadership, some exemplary Vulpines, decided to try and create a government of the people. They proposed a Senate elected by the people, which would then pick a Consul to serve as their representative, and a judiciary to serve justice as was needed. They called it the Republic of Dhelpratia. Some of the other leaders, however, became corrupted by the promise of power, and began to figure out ways to destroy the system that had been built.
By the time the human year 1710 came around, all the just leaders had been mysteriously martyred, and the system no longer functioned as one of freedom, but as one of oppression. The just leaders protected the right to free speech, and pardoned the officials of the royal regime; the new leadership made the Senate hereditary, and destroyed the people's rights, executing those it considered threats and dissenters in a Reign of Terror. The Senate soon became apathetic, interested more in pleasure than rule, and thus gave the Consul autocratic powers, declaring that only he would have the power to solve the issues of the nation, that only he would at least have to know what was going on so as to figure out a way to abuse the people while getting his way so that the Senators could pamper themselves. The judiciary was reduced to puppetry; the church as well. The nation was now reduced to the silent, humiliating suffering that they had faced under the final kings; the consul was simply a king of a different name. The military went from being the hero of the peasantry to the oppressor.
In the 1800s, the two castes of Dhelpratia existed in much the way we know them. The Upper Caste of the Senators and the Consul and their families and their allies and the wealthy and the clergy and judiciary, and the Lower Caste of everyone else. The country had barely changed. The coffers were empty, the money used to build mansions for senators and consuls. The people were without rights and without hope. The upper class lived exorbitantly. But now there were no revolutionaries. Those who showed sparks were rounded up, sent to secret military prisons, given trials that they were forced to lose, and then extensively tortured before being killed.
And in the 1950s, at last, Dhelpratia, having turned the Vulpines into obedient slaves, having fended off invasions from foreign countries and foreign species, began to industrialize. The Lower Caste did not make money off of this industrialization. The Upper Caste controlled the companies, prevented labor laws or unions or anything of those lines from coming into existence. They made rapacious profits off of these companies, and their employees were given wages that had one benefit: they were higher than what a farmer would usually make, and were easier to obtain than a job working as a servant or butler or maid for an Upper Caster. By the 1990s, the first white-collar jobs appeared; call centers and such. The case was similar with these new service jobs as the industrial ones; you earned more than you would as a factory worker or a farmer, but you still had no hope of leaving the Lower Caste. You could maybe buy an apartment now, feed yourself meagerly but steadily, so forth. But the standard of living was only raising for the Upper Class.
In fact, by this time the Dhelpratian traditions of polygamy and having many children were becoming a hassle. The Upper Caste, having adopted the human traditions of monogamy and having fewer children, grows slowly, making more money than it needs. But the Lower Caste, ravaged by starvation and sickness and crime, decided it needed many children if any were to live. Thus already meager wealth was being divided and split. They became trapped in poverty.
However, at about the same time as the start of industrialization, communism came to Dhelpratia, and a group of those who were swayed by its rhetoric declared that they would break the law and found a political party, the Communist Party of the Dhelpratian Revolution. Like the first Republicans, these first leaders legitimately wanted a just, equal society. But the government responded swiftly and brutally, and those with good hearts in the party were slain. Those that rose to follow the just, the heads of the party's military wing, called the party's new ideology proletarian communism. It decried the industrialization, tying it totally to the bourgeoisie and the corruption of the Republic. Under them, they said, the people would be made equal, rights would be granted, pay would be raised in all sectors, living conditions would be improved. Their rhetoric got them many supporters, and the Republic's attempt to crush them meant that the party ceased to be a political movement, but a violent insurgency known as the People's Liberation Army of Dhelpratia. As they drove the National Dhelpratian Republican Army out of various outer provinces, the control zones of both sides fluctuating, with each controlling different areas at different times, with the opposing force being reduced to low-level guerilla combat as the other gained total power, the actual plan of the former CPDR, now the PLAD, became obvious. In these areas they had evacuated cities, warning them of imminent aerial bombing, destroying factories and offices and government buildings, driving the people of the cities into the farmlands, forcing them to work as farmers. Those who dissented, those who worked for the government, those who were considered intelligensia, were rounded up and sent to death camps that had once been schools and hospitals, to be tortured and killed.
Ultimately the Dhelpratian people now found themselves forced to totally give up hope. The government and the revolution were identical. Neither was looking for anything but power. The only people you could trust were those like you; Vulpines simply seeking to live. Here, nobody in power is looking out for you; they seek only what they want, not what the people need.
This is a land that has no luck, no hope, no future. It is a land of desperation, where only the past has good men doing the right thing for the benefit of all. It is dead inside, but it shows no sign of changing. If you want a vision of what an Orwellian nation looks like, it is here. There may not be cameras in your house, but there are cameras in the street, there is the police and the secret police, there is the poverty and the torture and the ever-present hatred, the lack of total hope. The boot will not stomp on a human face forever; it will stand instead on the face of the Vulpine."
