Józef Papp is a morally grey scientist who conducted human experiments 'for science and socialism' (taking ova from prisoners without permission and experimenting on them). From the People's Republic of Hungary, he fled to Las Palmeras after relations with the Soviets got sour and ran an attempt to create a perfect Socialist citizen by minimizing metabolistic needs. His program was shut down in 1978 and he's been dejected ever since.

José Zorilla and Tomoko Nagi are 'tools' to play around with the White Guy-Asian Girl trope, and if that's not bad enough Tomoko is a sick joke that plays with the Lotus Blossom/Geisha Girl and Yamato Nadeshiko thing. And they both have parent issues with consequences.
Montserrat Zorilla is the Premier, for another year. In politics she has to be two-faced to an extent, however she's a control freak in her personal life. She's petty, emotionally abusive, manipulative, selfish, and she fears abandonment due to a cycle of family issues.
Celeste is José and Tomoko's grown up first child, and she works as a psychic consultant and general fortune teller. She's by far the most normal person, and miraculously her parents got enough self-help to raise their kids adequately...eventually.
The Office Lady is a snobbish bureaucrat and amateur philosopher. She's a workaholic.

Sachi 56011 is a bio-mechanical unit of the RDF (see factbook for info) who shrugs off his feelings of guilt, even though he's doing his job (helping the PRLP expand aggressively).
Mr. Sosa is generally just a narrator of world events despite his position as an officer in the Revolutionary Defense Force.
Mélanie is a Neko prostitute, and Mama is her Madam in a brothel that exclusively serves RDF personnel. What's squicky is that Mélanie looks underage and this gets lots of clientele, as a result Mama sees her as a possible heir to her place.
The Anthropologist really doesn't have a given name, though it's hinted that she's a descendant of the Zorilla line. She studies the Chats and Chiens (Neko and Inu).
