What do ministers get the power of doing? Does holding office assist in any way with passing bills - do ministers require less sponsors, for example.

No, but their bills are more closely viewed and scrutinized, and are also unofficially government policy. Most importantly perhaps, the work of the ministers is used to judge the government as a whole, so you need active people.

Again (lost count of the number of times) , the PpT can't be removed once in the role by the government. A vote of no confidence for a valid reason or voluntary resignation are the only ways we get a new one. To this day it's only because of resignations we have had new ones.

This because it's supposed to be non-partisan not changed everytime there is a new government.

EDIT: I have no plans to get rid of Lam as secretary.

No you can't that's the point, the bill does not have a clause that allows a PpT to be removed once appointed by the VP by anything other than a vote of no confidence for a valid reason.
