At the end of the day, this act cannot pass as it bans certain people worshipping their religion which is in breach of the Universal Declaration of Human Rights if I'm not mistaken.

Thank you for the honesty. I got that very clear a few hours ago. Without pointing out that the first quote from you, Mr President, accuses me of something very false (since I have showed proof of the contrary) and the comment was made in the Lobby, so this technically violates some rules. But, let us continue in the current debate instead of adding more wood to the fire.

I would like to submit the following changes to my bill:

Nuclear Power Act
Co-Authors: Dragomere (USLP) and HumanSanity (RG) | Category: Environment and Energy | Urgency: High | Sponsors: Geilinor (LD), CTALNH (CP), New Zepuha (PC-P), Potenco (RG),

ACKNOWLEDGING that nuclear power is a viable source of energy when used correctly;

FURTHER ACKNOWLEDGING that nuclear power can be dangerous to use, since no safeguard is perfect;

NOTING that accidents involved with this form of power do occur when the facilities are run correctly;

HEREBY defines nuclear power as "Any form of power produced by the decay of any radioactive element."

HEREBY CREATES the Nuclear Power Committee (NPC) for the purpose of:
  1. To distribute nuclear material to provinces who want to produce nuclear power for commercial or research purposes,
  2. To mine and store the nuclear material until it may be distributed,
  3. To approve or reject any request by a constituency for radioactive material,
  4. To oversee the commercial and research nuclear facilities to ensure that they are run legally and safely,
  5. To enforce all laws concerning the regulation of nuclear related activities, and
  6. To establish rules and regulations for nuclear power.
MANDATING that The Nuclear Power Committee shall be formed of five members appointed by the President of Aurentina who shall serve a term of life or until they resign their office.

REQUIRES that if any of the several Provinces are violating any laws concerning regulation of nuclear material, or other actions that could lead to a meltdown, shall be punished with at least one of the following, at the discretion of the NPC:
  1. A heavy fine of at least $10 million but can not exceed $100 million; and/or
  2. A suspension of that constituency's ability to obtain nuclear material, until certain safety provisions are met in the opinion of the Nuclear Power Committee

DECLARES that all provinces have the right to develop and produce nuclear power, and to perform nuclear related research;

MANDATES that research must be reasonably funded, for the purpose of discovering more efficient and reliable forms of energy.
