I, Drago Dragomere, do hereby submit this bill and ask that it be put up to a vote in the Senate.

Nuclear Power Act Edit 7
Author: Dragomere (USLP) | Category: Environment and Energy | Urgency: High | Sponsors: Geilinor (LD), CTALNH (CP), HumanSanity (RG), New Zepuha (PC-P), Potenco (RG),

ACKNOWLEDGING that nuclear power is a viable source of energy when used correctly;

FURTHER ACKNOWLEDGING that nuclear power can be dangerous to use, since no safeguard is perfect;

NOTING that accidents involved with this form of power do occur when the facilities are run correctly;

HEREBY defines:
  1. nuclear power as "Any form of power produced by the decay of any radioactive element."
  2. Constituency as "an area represented by a Senator in the Senate of Aurentina."

HEREBY CREATES the Nuclear Power Committee (NPC) for the purpose of:
  1. To distribute nuclear material to constituencies who want to produce nuclear power for commercial or research purposes,
  2. To mine and store the nuclear material until it may be distributed,
  3. To approve or reject any request by a constituency for radioactive material,
  4. To oversee the commercial and research nuclear facilities to ensure that they are run legally and safely, and
  5. To enforce all laws concerning the regulation of nuclear related activities are broken, unless they directly contradict this law.
REQUIRES that if the constituencies are violating any laws concerning regulation of nuclear material, or other actions that could lead to a meltdown, shall be punished with at least one of the following:
  1. A heavy fine of at least $10 million but can not exceed $100 million;
  2. A mandatory life sentence for those guilty of such actions; and/or
  3. A suspension of that constituency's ability to obtain nuclear material;

DECLARES that all constituencies have the right to develop and produce nuclear power, and to perform nuclear related research;

MANDATES that research must be reasonably funded, for the purpose of discovering more efficient and reliable forms of energy.

No category has been listed, even though I assume this would go in Environment and Energy. You might think differently, though.

Therefore, this bill is rejected from entering queue until a category is listed.

What precedent is there for this bill's forcible withdraw by motion? What bill is it being done under?

With that said I am withdrawing my sponsorship. I feel that the most recent edits have forced it to no longer be fully sound, albeit that it never was.

I look forward to rewriting it with Dragomere in the near future. However, this does effectively withdraw it from the queue as it no longer has five sponsors.

there is not one that allows motions to remove it. I can only presume that the author or the sponsors decided to not sponsor it anymore in which case it will have been removed for not satisfying the 5 sponsors rule.

Although from what I can see the bill still has 5 sponsors as before HumanSanity pulled out it had six. That them leads to the question why has the bill been pulled when it still seems to have 5 sponsors?

It no longer had five sponsors. A bill must always have five sponsors during its time in the queue. I don't know the name of the law, but I'll let Venaleria do that.

No the motion is illegal, the second senate constitution has got rid of the right for senators to motion to send legislation back to the drawing board so to speak. The motion was a pointless exercise.
