Well, the first civilization in the Caucasus definitely started in the Caucasus.![]()
But for the other one, it's hard to say, since we'd have to decide at what point we could actually consider people "white." However, considering that we consider Arabs, Persians, etc. white, the first would probably be the Sumerians, in the southern portion of modern-day Iraq.

How about those from the Indus Valley and Indo-Aryans, some are near "white".

Agriculture in Mesopotamia started before the Indus Valley civilization. However, it's unknown what they looked like, and I'm pretty sure that they probably spoke a Dravidian language and looked like the darker-skinned Indians. The Aryans didn't come in until much later.
