Not yet; there could still be an opponent to come.

EDIT - I'm not actually sure on when Venaleria intends to end this period; was it meant to be twenty-four hours from me posting my platform, or twenty-four hours from his post ??

Probably his post, leaving 5 hours.

I have a private public partnership to offer whoever will become the minister you see about green transport.

Yeah, I suspect so. Kind of a bugger that I'll have to wait til tomorrow morning to find out if I got it or not, but oh well.

Umm... Ainin. We'd definitely prefer your plan. It's identical to Britanno's except for +3% on the last tax bracket.

I still think we'd only take it with a small wealth tax or mansion tax.

Bikes don't normally count as public transport. but here is my Idea :p to take Boris bikes to the next level. After talking with my Brother I have come up with the following.

So here is my offer.

DePheffel industries will provide £200Million towards the scheme. If this work's and you wish to roll out the scheme to other cities then we can talk about Depheffel putting up more money and bikes to help with the start up in other area's

This money will be for the creation of a cycling scheme in the capital. DePheffel industries will also provide 2000 bikes and 3000 stands free of charge and sell any further bikes/stands to the ministry want's for the scheme for 30% discount on list price. The bikes will carry both the Transport ministry and DePheffel logos.

This scheme will have several features,
    1) any citizen may apply for a means tested card that will if granted give them the ability to rent for free a bike for use around the city. (I suggest those with income less than £15,000)
2)Those who don't qualify and tourists/economic migrant's can rent the bikes for a daily fee of £5, weekly fee of £20, monthly fee of £50 or can purchase a yearly membership for £150. The pricing structure is to encourage members of the public to take out longer subscriptions and thus cycle more.
    3) The revenue will all go towards the running of the service and re-invest in expanding the scheme to other cities.
4)Penalties for damage £300, penalty for failing to return the bike £500 and criminal charge of theft. Late fee's £5 per day over the rental period.
    5) Those that purchase a 1 year subscription will receive a voucher entitling them to 50% off a DePheffel industries bike at the end of the year. Hopefully to get people to cycle privately and use a bike as their main type of transport around the city.

Aims to take cycling schemes to the next level by massively reducing the cost to the consumer and further encourage green transport as a practical alternative to Bus and tube transport around urban area's.

Anything you would like to add is most welcome. and we should discuss the minute detail's of the scheme.

I also have an idea for electric car rental with a charging infrastructure where the electricity comes from green sources for around the city but I anticipate this would be much more expencive and require several billion to set up.

It's nothing like the system in london. Its far cheaper to rent a bike plus the provision of the poor to be able to apply to rent for free. Then there is also the opportunity for participants in the scheme to buy their own heavily discounted bike.

http://en.wikipedia.org/wiki/Barclays_Cycle_Hire - London scheme for comparison.

For example, London has steep usage charges. This proposal would have none, just a simple low price rental fee used to reinvest in the system.

Usage charges from the London schemeare weighted to promote the constant circulation of bicycles. The first 30 minutes are free; for longer hire durations the price per hour rises sharply. If a user docks a bike, five minutes must elapse before they can take out another one.

30 min =free
1 h=£1
1 h 30= £4
2 h=£6
2 h 30=£10
3 h= £15
6 h=£35
24 h= £50

I think it's an interesting proposal. I would definitely prefer no fee, but a flat fee would be preferable to the steeply-rising time based charges of the "Boris bikes".

You never know, instead of "Boris bikes", we could call them "Mackay-cycles" :P

Anyway, we're talking on hypotheticals here, since I don't even have the role yet. Let's leave it for a wee while, then you can all bombard my TG box with suggestions if I become Minister.

Yes, the idea of the charge would be to make those who can contribute a little towards the cost. Universal benefits are so hideously expencive and I don't support them, benefits should be targeted, the comfortably off should not get them. The pricing has been worked out to encourage participation, keep cost manageable yet help the poorest in society.
