Welcome to the official National Liberal Party Headquarters for the Aurentine Commonwealth (NGS Senate). The National Liberal Party has a vision of a nation where the individual can strive for their dreams and achieve them through a high quality education system that can compete with the rest of the world, a healthcare system that we can be proud of and an economy that allows everyone to strive for the top of society. We advocate a different range of proposals from both the left and right sides of the political spectrum, we focus on the individual and allowing them to have the opportunities they require to really become the heart of this nation.

This Party also stands up for the welfare of animals and to ensure they are not mistreated by humanity. We stand against oppression and tyranny and wish to ensure that Capitalism is fairer to all and that the government is ultimately held responsible for it's actions via the ballot box. We stand opposed to State Atheism and the dictation of non-belief down the throats of the masses, we must allow every citizen to express their faith regardless of the Secular State Act despite this party not holding any religious belief.

Animal welfare is an important social concern. In addition to the legal protection of animals we are particularly keen on the personal responsibility of animal owners to actively contribute to the welfare of our animals be it volunteer work in an animal sanctuary or walking the dog a few times a week.

The aim of the our animal welfare policy is to create conditions that will enable animals and livestock to have a healthy and wholesome life. We are therefore a party that has a modern outlook on animal husbandry and nutrition.
Animal welfare must continue to advance in agricultural terms as our economy advanced. This includes, making sure that animals are kept in good conditions and when they are killed, they are killed in the most painless way possible.

Livestock farming should always read and use the latest results of the Livestock Research incorporated, which outlines the various ways that modern technology can be used to give animals a better life which will in turn make customers more trusting. Only healthy animals should be used for human consumption.

Achievements in animal protection must be implemented in both the international and national levels. Animal welfare has for this party always been of the upmost importance, if we do not make a positive impact on the quality and life of animals, we will not see investment flow into our country. We must above all give all people a voice from the slaughterer in the abattoir to the animal welfare activist, a meritocratic approach will always lead to the best solutions.

Whilst we recognised the valuable work that Animal Experimentation can bring, we will promote the further development of alternative methods.
We are convinced that a trusting relationship between the state and religious communities while ensuring the ideological neutrality in many areas of mutual interest. Even if the state is ideologically neutral, the state is still dependent on the evolution of social values to function and develop.

The NLP wishes to be in close contact Religion and faith communities and welcomes their political participation. We always have an open ear for the concerns of religious communities and take their arguments seriously. We want and thus promote intercultural dialogue within the framework of the policy for the possible ecumenical relations and interreligious contacts. However we fully recognise and respect the Secular State Act and it's dictation of No National Religion, we support this measure.
We need a renewal of the social market economy. Only the sustained strengthening of growth and innovation forces ensures quality jobs and allows the necessary social balance. This requires clear principles, which include private property; freedom of contract, free pricing and predictability of economic policy framework be established.

The state shall form a stable regulatory framework, it must be surrounded in the greatest possible terms of freedom of enterprise. The burden of taxes, duties and administrative duties must be limited to what is strictly necessary. The social security systems should be sustainably rebuilt to suit the long term. Labour law rules must be more flexible and enable that business alliance for works and projects are possible. This reduces labour costs and increases competitiveness.

The state may not operate any commercially outside its core tasks and provisions such as the maintenance of armed forces, education system, healthcare and the basic tasks expected of any government. Some services can be provided by companies, associations or individuals therefore those that are able to be so should be encouraged to.

The privatization of public services creates new fields and promotes competition.

Government subsidies may be used in exceptional cases for the purpose of exploring new fields of work. If competitiveness is not achieved, they can be attributed consistently.

Small and medium businesses are the heart of our economy. It is therefore important to improve the conditions for trade, commerce, services and professionals to increase the attractiveness of self-employment and to establish a new dynamic founder.
Education is the social issue of the 21st Century. With Aurentina failing in tables for the best kindergartens, the best schools and the best universities, the NLP focuses on the future of Aurentina. This therefore this is precisely why the educational and research policy will have absolute priority for this party.

The NLP stands for incentives for new ways and new thinking. That's why we want an education system that is attractive to students and can lead to their own individual development. We wish to increase Education funding rates to invest in our schools, colleges and universities so we can diversify our research and lead the global race.

So far, too few students get a scholarship in our nation. We will increase the number of students with scholarships to ten percent in the medium term. Each student will receive a monthly payment of £150 regardless of parental income to promote Independence among our young people. We shall continue to increase study space in our nation opening new educational institutions available to all.

We shall go on the offensive for the training of educators, strengthen early childhood education and modernize vocational education through our Curriculum of Excellence.

Because in education, however regrettable we are behind, This should not stand.
An important part of our Manifesto is the recognition that there is only one planet, this one planet is home to so much life merely animals or plants and therefore it must be preserved and protected when possible.

We support tighter regulations on business that aims to exploit our planet, we also ensure that the profits raised from the sale of natural resources is split and given to you the public. However, we don't believe that these regulations should get in the way of the economy we understand that business isn't always the enemy of the environment and that co-operation with the private sector is best.

Wildlife and Plants are among our highest priorities as we recognise that they too have a home on this planet and we have no authority to strip it away without providing somewhere new for them. We support a ban on hunting, we recognise that whilst this may not be a policy everyone agrees with, we recognise that some control over the death of animals is not a bad thing. In line with our policy on research we believe that the government should also aim to look at environmental research independently to find new methods of environmental protection and ways to advance our national economy.
In a society built on freedom, each individual must also recognize the right of the other to achieve different needs and lifestyles. Tolerance in the sense of tolerating and accepting the otherness of other people is a central concern of liberalism.

For the NLP this is clear, that every man or woman should live his/her life freely according to their values and goals, provided that it does not restrict the freedom of others inappropriate. A Place in a society must be available for different values beliefs and lifestyles. From this fundamental belief, the NLP is committed to the equality of LGBTQ people in our nation and around the world through new and exciting innovations to ensure that minorities are the expected norm and shall be respected for their individual life choices.
The NLP is a modern family party that does justice to the transformation of our society. The growing number of family models such as single-parent or reconstituted families require different approaches of politics. The premise of a modern family policy must therefore be able to develop concepts that will also meet these new realities.

Families should be able to trust in the future. For this, the state must provide them with safe conditions that make them the greatest possible freedom of choice and development. Families must be promoted. The NLP shall ensure that families have an increase in child benefit and raising the child allowance distributed by the State.

But it is also important to create good conditions through a family-friendly culture and infrastructure, and a family-friendly work environment. Parents should have the choice to bring family life and professional career development in line. NLP policy focuses on ensuring that parents are not consumed by careers or families but achieve an equal balance of both.

It also includes a high-quality day care for children. The NLP is committed to establishing the right to a full-day childcare place for Under-threes. An early access to education and care services is an important step towards greater equality of opportunity and participation of all children in economic, social and cultural developments. Children and young people are the future of our society and have a right to the best possible education, education and care.

Overcoming gender discrimination in business, labour, politics and society are the basis of modern equality. The equal treatment of men and women in working life, it is to guarantee the payment in the same way as with career opportunities.
For the NLP financial Politics is intergenerational equity and strengthen the commitment of all citizens. The basis of all government finances is the work of the citizens of our country and it is the economically successful company. More financial flexibility is a prerequisite for more jobs, more investment and more consumption.

We advocate for a tax policy that sets conditions for companies in Aurentina, which makes it a strong position in times of globalization. The CLP understands tax policy as a growth policy.

In this term we will have structural tax reform, which relieves the tariff levels, especially the lower and middle income earners.
The reform of the tax system and the consolidation of public finances are equivalent political goals. They do not conflict, but are two sides of the same coin. A concept for a fair tax code must be connected to the consolidation of public finances. There is a central question of intergenerational justice that each generation mastered their tasks on their own.

Therefore in times where required, the NLP will support higher taxes however we remain committed to a lower rate of taxation for all to allow for more investment into the economy from citizens.

Through a policy of financial responsibility, fiscal transparency and reliable consolidation of public finances, our country will step by step closer to the goal of a balanced budget. This long-term thinking and action are needed in the coming years.
The NLP are therefore committed to a control system that combines social justice, fairness and sustainable government financial policy.

We want to change the complexity and ambiguity of the Aurentine tax law. We have therefore set the goal for the coming years that the tax system shall be easy to design and is low and be fair. To ensure that work pays again. Someone who does something have to get more than someone who does not obey. The tax system and the tax system we want to simplify and significantly friendlier to users.

It is proposed that all citizens receive regular payments (dividends) from revenue raised by the state through leasing or selling natural resources for private use. This concept is a form of basic income guarantee, where the Citizen's Dividend depends upon the value of natural resources or what could be titled as "common goods" like location values, the industrial use of air (CO production), etc.

We look to the State of Alaska for Inspiration for this proposal; The State of Alaska dispenses a form of citizen's dividend in its Permanent Fund Dividend, which holds investments initially seeded by the state's revenue from mineral resources, particularly petroleum. In 2005, every eligible Alaskan resident (including children) received a check for $845.76.

Over the 24-year history of the fund, it has paid out a total of $24,775.45 to every resident. This will ensure that private companies and the government are compensating citizens for the use of their resources and will be an excellent measure for invigorating the economy.

Our proposal for a citizens dividend would be available to all those at the age of majority, and would be a set payment established by the relative Minister that leased or sold the natural resource for private use. The Minister would be compelled for the government to retain at least 75% of the money gained from the sale whilst the remaining 25% is distributed among citizens who meet the specific requirements needed to be able to receive the dividend.
Without a friendly relationship with our neighbours, without the cooperation with allies and without the operation of global organizations Aurentina will not be able the level of security, rule of law and prosperity enjoy expected by our citizens

It is in all our interests to preserve these structures and consolidate. That is the goal of liberal foreign policy. We are working on solutions to problems such as climate change, poverty, terrorism, human rights violations or the proliferation of weapons of mass destruction. We should rely on good cooperation within organizations like the World Trade Organisation, the United Nations and other International alliances and groups. We believe in dialogue and partnership. Even where the relationship is difficult. We are open to dialogue with countries that do not share our basic values of democracy, rule of law and market economy, because only dialogue builds trust and the possibility of peaceful conflict resolution.
An affordable and future-proof healthcare system that leaves room for freedom and responsibility, is our goal. We want to take advantage of the competition in terms of effective and good-quality solutions. Competition and good medical care are essential together for us. The patient and the improvement of its supply are central.

For good medical care are also critical better working conditions for all who work in health care. We do not need a culture of mistrust and thus growing bureaucratic regulations. It is critical therefore that the Doctors of our nation are not bureaucrats, this is not their profession, their role in society is to heal the sick and tend to the wounded therefore it shall be the solemn duty of all Doctors to put the patient before the box ticking to ensure a high standard of healthcare.
Migration and integration has always been considered an essential task of politics and society. But integration does not take place easily, but must be designed.

The aim of our integration policy is to ensure that foreigners and people with immigrant backgrounds have equal educational and career opportunities in our society and are able to participate fully in social and economic life as possible, this is in the interest of our country.
Any free society is based on fundamental similarities.

These include the national language, and the acceptance of the free democratic basic order and their fundamental values. This also applies to religious communities.

Here we face challenges, such as the recognition of foreign education, the reform of the right to stay or even checking the option model.
The NLP would therefore resolve political integration deficits of recent decades consistently, cooperating closely with state and local governments. This collaboration, we aim to develop partnerships and form the National Integration System.

Early childhood education is important for us in the NLP. We need, for example, a specific language development from kindergarten and nationwide comparable language level tests for all children at the age of four years. Education and language skills are the key to educational and professional success and thus the basis for successful integration.

Successful integration and democratic participation go hand in hand. We stand for an expansion of opportunities for participation of third country nationals at local level.

Immigration currently belongs to Aurentina, and also in the future will remain so. The NLP recognises this early on and we want to achieve sustainable improvements with a comprehensive immigration policy. We focus on an integration policy without ideological blinkers or multicultural reverie. We want to put the chances of immigration at the centre, instead of always just talk about the problems. Here, the cohesion of the enriched by immigrants future in our society must be the focus.

From the perspective of the NLP, those involved must themselves be prepared to face the challenges of integration and support them actively. The national language alongside our other recognised languages such as English and our values and legal system are essential to it.
The policy must not only promote, but also require integration.

Where integration is excellent, it should be possible to accelerate naturalization. Part of the integration involves recognition of our values and legal system. Where religious customs or traditions contradict, they must also be scrutinized by the migrants themselves and lead to an acceptance of national customs and traditions. To progress in the integration, we must show resolve and enforce the observance of certain rules consistently.

An effective asylum system is essential for us. Those concerned must be housed humanely. The process must be carried out quickly and follow the rule of law. At the same time it is necessary to prevent abuse of the asylum. Together with other parties, we will increase the attractiveness of our nation for highly skilled workers.

Immigration needs to be controlled on the basis of coherent, clear, transparent criteria and weighted according to national interests.
At the same time the bureaucratic barriers for skilled workers must be removed. Competition for the best minds has already begun, and the Aurentine Company cannot afford to simply 'opt out.’
For the NLP, media freedom and the distance from the state in the media regulator is important it is important to ensure that regulations are adhered to with enough supervision but not to drown out the creative voice of the media, whether under the heading of freedom of the press or in use against Internet censorship. We want the diversity of expression and the press as a condition of our pluralistic society and this also check the media concentration and the press antitrust law.

The enormous social and individual opportunities of the new media, we want to fully utilize and thereby counter the risks constantly. For this to be promoted in particular the development of high quality, culturally and educationally valuable entertainment media. For the protection of minors must not exhaust itself in patronizing young people or the general condemnation of computer games.

Rather, we must strengthen the skills of all citizens in dealing with the various forms of media through education and training. A diverse media landscape requires both a conservative state and critical, more confident citizens. Politically motivated paternalism of the citizen or discrimination against certain forms of media, must break down. We want the abolition of the license fee and instead a low, simple and fair media levy introduced.

In a fast-paced technology world, it is fair and reasonable to prevent the costs of the public service broadcasting to the person. Then no one will be charged multiple times, but every adult with personal income only once in a lifetime. This would eliminate the problem of "alarmist collection" and there would be no more need for a separate fee collection centre. In a household the levy will need a review of the household members every four years. We want to support the efforts of countries to provide the funding of public service broadcasting on a sustainable basis. , the public broadcaster could end up gaining billions of fees annually with this levy.

We want to make sure that the revenue from the levy is being spent wisely. We must ensure that the public broadcaster has a high quality, balanced and independent informational, educational, cultural, and entertaining range of programmes.
Research, innovation and new technologies are the foundation for future prosperity in our nation. They are the sources of economic success, growth and employment. Modern technologies have a chance. With them we meet the major challenges facing mankind, such as hunger, poverty, disease and natural disasters. Aurentina's participation in technology leadership provides us great opportunities for the future, employment and resource conservation prosperity.

We are a new culture of science and innovation; paving the way for an Academic Freedom Act to ensure that educational institutions have more freedoms for their research in new innovative areas as we the CLP does not believe we have the authority to cap ambition and innovation. National Laws of science and industry shall be relaxed to allow the necessary air to breathe. This reduces barriers and leads research and teaching closer together again.

The performance of the Aurentine science system in international competition is to be strengthened. Opportunities for cooperation between universities, other research institutions and industry will expand and support the personal responsibility of scientists.

Aurentina needs a targeted tax research and development funding of all research-based companies in our country. This tax research and development funding creates additional cash funding for innovative research projects and triggers impulses in national companies. We need a positive research environment, free from bureaucratic hurdles and ideological debates. Therefore this is about established that new technologies are not only developed in Aurentina, the land of ideas, but also be applied.

We want to be an optimistic and technology-and innovation-friendly society.
Our social policy is based on the image of the free citizen; responsibility for self and others takes over. Our social policy aims to assist those who need assistance the most as much as reasonably possible. Our social policy is to encourage people to be automatically and actively liberate themselves from dependence on public alimentation.

NLP social policy pursues a comprehensive approach. For one, the issues of illness, care, old age and unemployment must be solved. Secondly, to get the chance to feed themselves and their family and to live an independent life through good and open for all educational institutions, a permeable, flexible labour market and a child-friendly family policies all citizens.

Although social spending is likely to rise in coming years, the risk of poverty remains, especially for families. The necessary balance between the strong and the weak of society is best ensured through the tax and transfer system. The contributory social insurance is the wrong place for this, because they drive the wage costs in the amount and disproportionate burden on low-income earners.
Be it on land, on water or in the air mobility is more than ever a prerequisite in the world of work as is also expected in leisure time and therefore are indispensable for the people and the national. We therefore need flexible, environmentally friendly and efficient transport systems. We want to save money with efficient transport policy mobility for the present and the future.

The effects of our policy to the climate, environment, noise pollution and traffic safety, we will take very seriously. This also means that mobility must remain affordable for the people, that the tasks of government and the private sector are clearly defined, without creating additional bureaucracy. We therefore rely on a transport infrastructure policy, the stronger its focus is on efficient planning, approval, construction and operation the more suitable it will be to meet the demands of an upcoming European nation wanting to compete in the Global race.

We want to achieve a higher level of transparency in the public transport funding and ensure new competition for our railways by franchising our rail lines to provide “value for money” for the taxpayer and the commuters. Franchising will be decided via the relevant Minister for Transport from applicant firms and shall consider the views of the government, taxpayers and relative experts.

Aviation is an equally important economic factor for Aurentina. The NLP will promote a coordinated development of airport infrastructure and ensure that competitive operating times shall not allow our great nation to fall behind on an international scale.
In youth, the key strategic position for later life takes place. Therefore, the aim of liberal youth policy is justice.

A separate youth policy is also a cross-cutting issue which includes issues such as the social, educational, labour and family policies and viewed from the perspective of adolescents and young people. Demographic change presents us with major challenges.

We need to improve the future prospects of young people. For us it is important to give young people secure career prospects. For this we want to support young people in the transition from education into work better and to continue the training agreement, training for everyone willing and capable young person receives a training program leading to a qualification.

Furthermore, we must seize the opportunities of the new media. This should be given more consideration in addition to the traditional occupations in the education system, innovative technologies and new media. The new media are part of the reality of life for young people.
The use of such media promotes their skills and teaches important skills that are essential in the working world. A ban on media - no matter what kind - is counterproductive.

Rather, the media literacy of young people and parents must be strengthened.

Structure of the National Liberal Party



The National Liberal Party has a hierarchical structure, with elements of Democracy in some positions, however we recognise it is important for an efficient party team and this is what the NLP plans to bring for it's members.

The National Liberal Party has four types of people within it - The Chairman, Deputy Chairman, Whips and Senators, each of which hold an important role in the running of the party.





The Chairman



The Chairman handles the administrative side of the party; that is overseeing the rest of the party to ensure operations are running smoothly, people are communicating and party objectives are being fulfilled.

The Chairman additionally handles the day to day running of the party - such as ensuring National Liberal Party legislation passes, or in advancing existing or even new party policy.

The Chairman possesses reserve powers - that he may veto a policy proposal, he may dismiss other high ranking party officials or even ban people from the party.

The Current Chairman is Battlion who shall remain Chairman until he resigns, leaves the party, CTE's or is removed from Nationstates in any other manner.

A new Chairman may be appointed by a unanimous party vote if the sitting chairman dies, is DEAT'ed or simply forgets to login and ceases to exist on Nationstates.


The Deputy-Chairman



The Deputy-Chairman handles the administrative side of the party; that is overseeing the rest of the party to ensure operations are running smoothly, people are communicating and party objectives are being fulfilled when The Chairman is unable to his duties.

The Deputy-Chairman additionally handles the day to day running of the party - such as ensuring National Liberal Party legislation passes, or in advancing existing or even new party policy when The Chairman is unable to his duties.

The Deputy-Chairman possesses reserve powers - that he may veto a policy proposal, he may dismiss other high ranking party officials or even ban people from the party when The Chairman is unable to his duties.

The Deputy-Chairman shall be appointed by the Chairman, at their own discretion, upon his selection.

The current Deputy-Chairman is Holyhex


The Whips



The Whips are the people whose job is to ensure that members all vote according to party lines. The whips are entrusted with the job of making sure all members are present for the vote, and know what the party's official policy is (which will be directed by the Chairman).

Whips also may vote, along with the Chairman, on whether or not to eject a particular member from the party.

Whips are formally appointed by the Chairman


The Senators/Party Members



Senators are the party members who have a recognised seat in the NSG Senate and therefore have voting power. Senators are extremely important in ensuring that the party's policies are ultimately reflected in legislation.





Voting System




In order to ensure our policies are implemented, it is very important to make sure that the party remains well disciplined and well organised - after all, we have to practice what we preach!

Party policy is derived from two sources - the Party Manifesto which is the general guideline on the party's views on broad subjects, and from debating specific legislation within this thread.

In the latter case, the Chairman may direct policy, following discussion with party members

Once the Chairman has determined the party's views on a piece of legislation, a directive will be issued and the whips will distribute this to party members.

This will instruct people on how they are to vote. There are four types of votes used by this party:




Conscience Vote

If the party decides something is a conscience vote, then members may vote any way they desire on a piece of legislation with no consequences.


Single-line Whip

Single-line whips are where the party has a general policy on the subject, but understands not all members will agree. It is best to be treated as "we advise you to vote this way" rather than "you have to vote this way".


Two-line Whip

Two-line whips mean that all party members must vote the same way. If they strongly do not agree to a policy, they may contact the whip and ask to abstain from the vote, however they may not vote against party lines (i.e. vote for a bill the party opposes, or vote against a bill the party supports).

Breaking a two-line whip will usually result in a warning on the first infraction, and then disciplinary action is such unauthorised rebellion continues.


Three-line Whip

A Three-line whip means all members must vote the same way, no excuses. Usually three-line whips are employed on party legislation, and are considered to be essential to implementing party policy.

Breaking a three-line whip will most likely result in expulsion from the party and as such are to be treated very seriously

Noting the large amounts of taxpayers money being spent on Welfare through the Ministry of Work and wanting to ensure that Universal Credit can be delivered easily and with far less bureaucracy, whilst stressing continued support for the Universal Credit, by the introduction of a new method of payments and a new distribution of payments altering the payment schedule from annually to monthly but ensuring that a yearly allowance is granted. Additionally, this Senate recognises that there is currently no limit on how Universal Credit payments which derive from the taxpayers is spent with no way of regulation brings forward a new method of monitoring spending and promoting fiscal independence hereby enacts the following act.


Section I – Amendments to the Universal Credit Act
1. Section 2 part G of the Universal Credit Act shall be repealed and replaced with the following text:
    "Universal Credit Payment shall be paid into a Aurentine Benefit Card, which each claimant shall be provided with within fourteen days of Universal Credit Application-F being processed"
2. Section 2 part J shall be added into the Universal Credit Act and shall contain the following text:
    "Universal Credit payments shall be paid on the first of each month, ensuring a yearly allowance split into monthly payments"

Section II - Aurentine Benefit Cards
1. The Senate hereby establishes the method of payment for Universal Credit shall be the Aurentine Benefit Card
2. The Aurentine Benefit Card shall be a Card similar to a debit card however shall not be linked to any bank account, Universal Credit Payments shall be paid directly to the card monthly.
3. Aurentine Benefit Cards shall only contain the scheduled monthly payment and shall not go into debt once all the Universal Credit Payment has been spent
4. All Claimants will be able to add their own money to their Aurentine Benefit Card through pay points with their own unique PIN number given to them when the Aurentine Benefit Card is distributed
5. Claimants of the Aurentine Benefit Card will be able to cap daily or weekly spending on their Aurentine Benefit Card at their own leisure
6. The Ministry of Work shall be tasked with the creation of the Aurentine Benefit Cards whilst the Living Wage Commission shall be tasked with the distribution of Aurentine Benefit Cards

Section III - Restrictions on Aurentine Universal Credit Payment Spending
1. All Aurentine Benefit Cards shall have spending monitored by the Living Wage Commission
2. Aurentine Benefit Cards shall be blocked for use in the following places:
    a) Casinos
    b) Poker Rooms, Bingo Halls, Dog Racing Tracks and other forms of gaming business
    c) Adult Entertainment Clubs, Massage Parlours, businesses that exclusively sell alcohol (night clubs, bars, saloons, pubs
    or taverns), tattoo or piercing parlours
    d) cruise ships, firearms and ammunition dealers, psychic readers and spas
3. Aurentine Benefit Cards shall be blocked for use when purchasing the following products:
    a) Tobacco and Alcohol
    b) All drugs under classes A,B,C and X as set out by the Sale of Harmful Substances Act (2013)
4. The Living Wage Commission shall have the authority to block all payments to an Individual Aurentine Benefit Card if used in any of the aforementioned establishments or to purchase any of the aforementioned products.
5. The Living Wage Commission shall only unblock payments to an Individual Aurentine Benefit Card after the claimant has personally requested it to be continued and sufficient evidence has been shown that Universal Credit Payments shall not be used on any of the aforementioned products or services
6. The Living Wage Commission shall have the power to issue fines against any claimant that has their Aurentine Benefit Card blocked at their own discretion from 25% to 150% of the payment made to the Claimant for the month where the Aurentine Benefit Card was blocked
