Minimum of £20k. Are you serious? One, that's too low for a job that requires 4-6 years of university education. How do you plan to prevent the best teachers from going to private schools? Two, there's nothing prohibiting higher pay.

change the definition, i think everyone can provide something seen as educative to pupils... say eg has to be in a legal agreement with a governmental school

I cant believe this is possible, but after looking through the specifics of his plan (a different thread), it would actually be significantly more cost effective to construct a few Tsar Bombas instead. It would also somehow be easier to transport those.....
