I am really not sure we should have a bill with so many agreements in. I think we should really be going through them one by one so as to have the time to examine them properly. For example there are around 10 organisations/ laws I have never heard of before. I think it would be irresponsible of us to have such a huge bill full of treaties etc when nobody in the senate will be able to look through and examine 1/4 of the items proposed in this bill.

Maybe like with our voting system we should break it up into 4-5 smaller bills.

ACID ALERT ACT

APPALLED by the fact that up to three-fourths of all abducted children are killed within the first three hours of their abduction,

RECOGNIZING the immediate response that must be taken upon the abduction of a child,

ALSO RECOGNIZING the lack of specific legislation regarding the safe return of abducted children

MANDATES that the Department of Justice establish, maintain, and act as National Coordinators of the Abducted Child in Danger Alert (ACID Alert) communications network regarding abducted children.

THE ACID ALERT

SHALL BE DESIGNED to rapidly disseminate necessary information in a
predetermined manner to radio and television stations within Aurentina,

SHALL BE ACTIVATED ONLY in accordance with the following policies:

(1) Local or National Law Enforcement had to have confirmed the abduction of the minor(s)

(2) The Minor(s)’ must be at risk for serious bodily harm or death,

(3) Sufficient information to properly identify the perpetrators must be known, confirmed, and ready to be released to the general public,

(4) The abducted minor, or minors must be under the age of 18 at the time of the abduction,

(4a) If a minor and a legal adult are to be abducted together, and the abduction fits the other three requirements, an ACID Alert can still be issued.

IN ACCORDANCE with the efforts of the Aurentine Department of Justice and Aurentine people all Radio and Television networks will be

LEGALLY OBLIGATED to dedicate 90 seconds of airtime to the sharing of the known information of the identity and whereabouts of the perpetrator upon activation of the ACID Alert to ensure the most impossible spreading of the information to better guarantee a swift and speedy capture.

WITH THAT SAID the Senate of Aurentina

HEREBY PASSES the ACID ALERT ACT.

I don't think networks should be legally obligated to participate. It should be voluntary, like the original EAS was in the US.

Why not only mandating ATN, the public broadcaster, to do so?

Clause three is just wrong on so many levels in a modern law society. It will lead to vigilantism and the end of innocent until proven guilty as well as the whole bill being written in language that implies the individual the police wish to speak too is already considered guilty.

Edit: senators should remember that until a court has given a verdict of guilty no individual should be considered a perpetrator.

Hmmm...seems a little bit too intrusive to me. Also, it seems to be a bit of a paradox: if they err on the side of spreading information too early, there'd be a lot a of frivolous alerts and people ruined by overzealous alerts. If they wait too long, the alerts won't have any effect.

Yeah, I was conflicted with myself on that clause... but the idea is that 90 seconds is not much and here it is really a clear cut case of "greater good". But Let it be then, maybe limit it to the ATN?

Encouraging vigilantism is a very irresponsible thing to do. It should be self-evident that even in the senate we don't always react in the rational manor that we should, within the population there are likely to be people that would have no hesitation shooting somebody accused of these crimes never mind somebody found guilty.

I disagree with 2 and 3. How can we know the Minor(s) are at risk for harm and death? It should be assumed. 3 is just wrong because chances are, you will not know who abducted the child.

Your test scores indicate that you are a tough-minded conservative; this is the political profile one might associate with a police officer. It appears that you are tolerant towards religion, and have a pragmatic attitude towards humanity in general.

Your attitudes towards economics appear socialist, and combined with your social attitudes this creates the picture of someone who would generally be described as a patriot.

To round out the picture you appear to be, political preference aside, a uncompromising principled hereditarian with many strong convictions.

Then it't a good thing we are not doing that. We are encouraging people to call the police if they see any suspects. That is how the Amber Alert system works, and it will be how this system will work.

Encouraging vigilantism is a very irresponsible thing to do. It should be self-evident that even in the senate we don't always react in the rational manor that we should, within the population there are likely to be people that would have no hesitation shooting somebody accused of these crimes never mind somebody found guilty.

I don't believe AMBER Alerts in the US have resulted in vigilantism. The problems with AMBER Alert-type systems are the debate over whether they actually save lives and the number of false alerts.

The bill already talks about perpetrators before the police have even officially charged somebody.

It should only notify the circumstances and the basic information. The MoJ will not support this bill as it stands.

I disagree with 2 and 3. How can we know the Minor(s) are at risk for harm and death? It should be assumed. 3 is just wrong because chances are, you will not know who abducted the child.

That is the usage of the "best judgment". In a case like this, where time is limited, there is not enough time to go through several requirements to make 100% sure. There is a thing called "suspects", and regarding the success of similar programs in other countries...

Either way, I'll take these comments and have them in mind for the next draft.

I'll sponsor the amendment to the ILA. Also, the requests to the secretariat, etc. in the second part of the bill will be RP reviewed by the admins, who will then RP a decision.

So why does your bill use the word perpetrators when there is yet to even be a trial?
