REMARKING upon the fact that no registered identification is needed in order to travel in out of this nation legally

SURPRISED there has been no previous legislation in order to establish and improve this identification

NOTING the importance of this identification and information in order to keep national security and welfare

Hereby defines the following,

1. Passport: An official document issued by the government, ensuring the holder's identity and citizenship and allowing them protection to and from foreign countries under the government.
2. Legal Guardian: A person to whom parentage (not necessarily biological) is legally entrusted, corresponding to another individual.
3. Federal Court: A judicial court established by the authority of the federal government.
4. Applicant: One who applies for a passport (specifically) through an application listing information about that person for traveling identification.
5. Citizenship: To hold the status of a legal citizen to a country, in which case, a passport is easily obtainable.
6. Recall: To physically find and collect an item or items in order to return them to a previous holder.
7. Holder: One who holds a personal passport for out-of-country travel, legally.
8. Identification: A means of providing information and ensuring safety, security, and citizenship to others.
9. Centimeter: A form of measurement in the metric measurement system, roughly half of an inch in the imperial measurement system. 100 centimeters equals a meter.
10. Registry: The process or place of registration in which applicants may obtain a passport with the correct information.
11. Date of Issue: The calendar date on which a passport was issued or officially given to a holder.
12. Date of Expiration: The calendar date on which a passport became no longer useful and had no legal meaning anymore.
13. Renewal: The process in which a passport is renewed before its date of expiration, in order to either change information or prolong usage before expiration.
14. Profile Photo: A photograph in which the picture is taken of one who is directly facing either to the left or right.
15. Frontal Photo: A photograph in which the picture is taken on one is directly facing the camera lens, face forward.
16. Passport Registration Area: A governmentally-designated location in which you may obtain a passport with the legal credentials and citizenship.
17. Civilian Passport: A passport type used for a civilian and normal citizen for their out-of-country travel ventures
18. Diplomatic Passport: A passport type issued to one who travels internationally on foreign, state-affairs business in order to stay in a foreign country, such as one who is an ambassador
19. Official Passport: A no-fee passport type issued to one who travels internationally on foreign, state-affairs business but specifically for quick travel, such as one who is a president or government official

Hereby instates the following,

RULES AND REGULATIONS

1. All certified Aurentine citizens are given the ultimate right to a passport with an application unless under conditions which follow
2. The Ministries of Interiors and Transportation & Infrastructure shall have the conjoined duty of issuing passports towards all citizens with the following exceptions

a- Such an applicant or citizen is under 16 years of age, and as such does not have viable signature from certified legal guardians giving the right to do so
b- The applicant or citizen is on bail in federal prison, is issued wanted by federal law, has been placed under a current arrest of any kind, or has been released from parole under federal prison
c- The applicant or citizen is under imposed rule or sentence by federal court law to stay in the country or not obtain/retain possession of a passport
d- The applicant is not a legal citizen of the Commonwealth of Aurentina
e- The applicant has already received a passport and has no need for a second


3. The Ministries previously listed have viable reason(s) to withhold passport from an applicant, and with consent from federal court, are able to do so for a 10 month period. They must notify the applicant.

a- If the Ministries previously listed wish to extend, shorten, or immediately terminate the passport withholding period for no longer than the 10 month period given, they may do so with viable reason(s) and consent from federal court. They must notify the applicant.

4. A passport shall be enlisted and legally acceptable for a period of 8 years immediately following the commencement of an application
5. A passport may be renewed if it has not expired within the 8 year legal time period and has been presented with viable evidence of withstanding citizenship and legality mentioned above

a- A passport may not be renewed if it has expired the legal 8 year time period by the time of first renewal request; if this is the case, the passport is officially expired and a new passport application must be created in order to obtain a passport again

6. A passport may be immediately cancelled or withdrawn through the same procedures explained in Clause 2g, with the obvious inconsideration of the 10 month period phrasing
7. Any person(s) who have recalled a passport are hereon legally required to return this passport to the holder through the Passport Oversight Agency (stated below) or retain the recalled passport without the usage of it, even if expired, as this causes the creation of problems towards both parties
8. Under the case of an arrest, the constable or officer in command of the arrest is given the right and duty to withhold a passport(s), if in the possession of those arrested. The passport shall be kept confiscated and on file with other applying possessions (if any)

a- If passport is withheld by those arrested and is not surrendered towards the commanding constable or officer present, further governmental legal action will be taken
b- If those arrested are given freedom, their passport shall be immediately returned to them along with their other possessions (if any)
c- If the passport has expired since initial arrest, it shall not be surrendered to those now previously arrested


9. All passports are property of the Aurentine Government, however, are to be withheld by the citizens thereof
10. Citizens under the age of 3 years old are not required to withhold a passport in any circumstances above for out-of-country travel
11. Passports are required by the Aurentine government as legal identification for leaving or entering the country

PASSPORT APPEARANCE

12. All passports must retain the same appearance with the exception of specific information which applies to the holder of a certain passport
13. All passports shall be in the form of a miniature booklet, 11.50 centimeters (horizontal length) by 15.25 centimeters (vertical length)
14. The color of the outside cover of passports shall be issued by travel purpose and in coordinance with the colors of the Aurentine National Flag,

Class A. Aurentine Flag's Blue: civilian
Class B. Aurentine Flag's Black: diplomatic
Class C. Aurentine Flag's White: official

15. Passports shall contain all of the following listed information inside,

- the holder's full, legal name (first name(s), middle name(s), last name(s))
- the holder's date of birth
- the holder's sex
- the holder's eye color
- the holder's height (centimeters)
- the holder's endorsements (if any)
- the profile and frontal facing photographs of the holder (provided at PRA (to be stated below))
- the place of birth of the holder
- the passport's specific database key number (to be issued at PRA (to be stated below))
- the date of issue of the passport
- the date of expiration of the passport
- the Passport Registration Area (stated below) in which the specific passport was certified
- the status of the passport since last renewal (if applicable)
- any other information relating to an Aurentine passport that may be used,

(i) to verify the identity of the holder
(ii) to determine whether the holder is an Aurentine citizen by birth
(iii) for the purpose of border, interior, or national security
(iv) to assist in passenger customs processing


16. If any items which are mentioned in a passport are changed or differed in any way while a passport is still legal and activated, with the exceptions of those listed directly below, a passport holder is legally required to renew their specific passport to change this information to that which is most accurate.

- the holder's eye color
- the holder's height
- the holder's endorsements (if any)
- the profile and frontal facing photographs of the holder


PASSPORT OVERSIGHT AND PASSPORT REGISTRATION AREAS

16. Passport printing, recollection, registry, and color-coding shall be regulated by the hereby created subcommittee to the Ministries of Interiors and Transportation & Infrastructure, the Passport Oversight Agency. It shall have the following duties,

- The printing and maintenance of delivery to newly created passports
- The oversight of recollection and redelivery for lost and recalled passports
- The management of all Password Registration Areas (stated below) in Aurentina


17. In order to give as many passport obtaining options as possible, this act hereby creates Passport Registration Areas (PRA) for the usage of creating and applying for a passport. It shall be instated under the following terms,

- A required minimum of 4 Passport Registration Areas shall be instated in every town and 6 Passport Registration Areas shall be instated in every major city around Aurentina in order to provide a way for every citizen to have an accessible passport facility somewhat nearby
- Passport Registration Areas shall be instated in already constructed buildings which may include,


(i) Public, civic, or cultural centres
(ii) Public post or mail offices
(iii) Justice or court buildings (not applicable to court rooms)
(iiii) Online sources (made available by mail delivery)


PENALTIES AGAINST REGULATION

18. Any crimes or illegalities committed which correspond to rules or regulations stated anytime above shall be subjected and liable to one of the following penalties unless otherwise stated above or if ruled as a special situation by a federal court,

- An issued fine not exceeding that of £4000.00
- An issued imprisonment not exceeding the time period of 5 months



The Senate of Aurentina hereby passes all provisions stated in the Passports Establishment and Renewal Act.

I don't know... Wouldn't passports fall under the Foreign Ministry?


Foreign Ministry doesn't exist anymore. Keep in mind that DD houses transportation bills and passports are to show identification when traveling from country to country. Anyways, foreign affairs would exist to cover issues like embassies, consulates, or other issues between nations, not identification when traveling. Besides, we can always change the category if enough people don't think it's in the right place.

  4. All suspects arrested by the Constabulary, Gendarmerie and Animal Protection Force must be transferred to the jurisdiction of the Office within 48 hours of the initial arrest.
  5. All permanent civilian detention facilities currently in the ownership of any and all government agencies, excluding jails in police stations and gendarmerie bases, are transferred to the Office effective immediately.
  6. The Office will provide adequate medical and recreational services to inmates, including but not limited to clinics, dental services, books, television, Web 2.0 technologies, music, newspapers and educational magazines.
  7. The Office shall put in place programs to rehabilitate inmates and to improve their odds of reintegration in modern society after the end of their incarceration.
  8. The Conditional Release Board is created as a subordinate agency of the Office. It shall be tasked with hearing, once per year, an appeal by inmates to be released under supervision. All inmates are eligible for a conditional release hearing when half of their term is served.
  9. Time served in prison is to include time detained leading to, and during, trial.

16. If any items which are mentioned in a passport are changed or differed in any way while a passport is still legal and activated, with the exceptions of those listed directly below, a passport holder is legally required to renew their specific passport to change this information to that which is most accurate.

PASSPORT OVERSIGHT AND PASSPORT REGISTRATION AREAS

16. Passport printing, recollection, registry, and color-coding shall be regulated by the hereby created subcommittee to the Ministries of Interiors and Transportation & Infrastructure, the Passport Oversight Agency. It shall have the following duties,

- The printing and maintenance of delivery to newly created passports
- The oversight of recollection and redelivery for lost and recalled passports
- The management of all Password Registration Areas (stated below) in Aurentina


17. In order to give as many passport obtaining options as possible, this act hereby creates Passport Registration Areas (PRA) for the usage of creating and applying for a passport. It shall be instated under the following terms,

- A required minimum of 4 Passport Registration Areas shall be instated in every town and 6 Passport Registration Areas shall be instated in every major city around Aurentina in order to provide a way for every citizen to have an accessible passport facility somewhat nearby
- Passport Registration Areas shall be instated in already constructed buildings which may include,


(i) Public, civic, or cultural centres
(ii) Public post or mail offices
(iii) Justice or court buildings (not applicable to court rooms)
(iiii) Online sources (made available by mail delivery)


PENALTIES AGAINST REGULATION

18. Any crimes or illegalities committed which correspond to rules or regulations stated anytime above shall be subjected and liable to one of the following penalties unless otherwise stated above or if ruled as a special situation by a federal court,

- An issued fine not exceeding that of £4000.00
- An issued imprisonment not exceeding the time period of 5 months

  2. The Aurentine Office of Corrections [AOC], henceforth known in this act as The Office, is created as a subordinate agency of the Ministry of Justice.
  3. The Office holds jurisdiction over all civilians in Aurentina, save for civilian instructors and contractors of the Armed Forces.
  4. All suspects arrested by the Constabulary, Gendarmerie and Animal Protection Force must be transferred to the jurisdiction of the Office within 48 hours of the initial arrest.
  5. All permanent civilian detention facilities currently in the ownership of any and all government agencies, excluding jails in police stations and gendarmerie bases, are transferred to the Office effective immediately.
  6. The Office will provide adequate medical and recreational services to inmates, including but not limited to clinics, dental services, books, television, Web 2.0 technologies, music, newspapers and educational magazines.
  7. The Office shall put in place programs to rehabilitate inmates and to improve their odds of reintegration in modern society after the end of their incarceration.
  8. The Conditional Release Board is created as a subordinate agency of the Office. It shall be tasked with hearing, once per year, an appeal by inmates to be released under supervision. All inmates are eligible for a conditional release hearing when half of their term is served.
  9. Time served in prison is to include time detained leading to, and during, trial.
  10. Following the end of the prison term of an inmate convicted for a violent crime, a court of law may rule to keep them under house arrest if they are deemed to still be a threat to society, but must immediately be released when proved otherwise.
  11. The government is liable to inmates wrongfully convicted and incarcerated.

Foreign Ministry doesn't exist anymore. Keep in mind that DD houses transportation bills and passports are to show identification when traveling from country to country. Anyways, foreign affairs would exist to cover issues like embassies, consulates, or other issues between nations, not identification when traveling. Besides, we can always change the category if enough people don't think it's in the right place.

National Motor Vehicle Licencing and Registration Act

RECOGNISING: That Aurentina lacks a codified set of regulations concerning the licencing of motor vehicle operators and the registration of motor vehicles that have been sold or imported into Aurentina.

NOTING: That a “Motor Vehicles Registry” has been created under Article 2b of the Transportation Ministry Provision Act, but no government policy pertaining to the registration of motor vehicles has been enacted.

ALARMED: That there is the potential for illicit industries to flourish on the sale and distribution of stolen motor vehicles as well as the potential for serious injury and death resulting from unlicenced drivers on the roads of Aurentina.

HEREBY: Reinforces the powers of the Ministry of Transport as well as outlining the requirements for registering a motor vehicle, regulations surrounding registration plates, both Aurentine and foreign, as well as the licencing of motor vehicle operators.

ALSO LEGISLATES: The appropriate punishments and fines for violating laws pertaining to the registration of a motor vehicle and the licencing of its operator as well as the fees, taxes and other potential revenue associated with the registration of motor vehicles and the licencing of their operators.

Article 1: On Motor Vehicle Registration
Article 1a: Hereby mandates that it is mandatory for all motor vehicles that are in regular use on public roads in Aurentina to be registered to the Motor Vehicles Registry.
Article 1b: Exemptions are the following:
  • Motor vehicles that were registered in another country that are in Aurentina temporarily.
  • Motor vehicles that are in use on private land and are not used on public roads.
Article 1c: Delcares that owners of vehicles with foreign registrations may have their vehicle/s plates registered in the Motor Vehicles Registry if said licence plate has a code that is compatible with the registry system.
Article 1d: Mandates that all vehicles in Aurentina who are listed on the Motor Vehicles Registry carry Aurentine standard licence plates.
Article 1e: Exemptions are as stated in Article 1b with the following exemption of motor vehicles with foreign registration that is compatible with the registry system.
Article 1f: Hereby outlines the parameters of standard Aurentine licence plates as the following:
  • The plate shall be 50 centimetres long and 15 centimetres wide.
  • It shall have a black border with a yellow background and black numbers and characters.
  • The standard code shall be “AU AANNNN 0N”. Any code which deviates from this basic format shall be deemed illegal.

Article 1g: Hereby mandates that all Aurentine registered vehicles shall have a valid registration for one year for all vehicles under 10 years since the date of registration. All vehicles over 10 years shall have a valid registration for six months. A standard registration renewall fee of 65 pounds shall be levied for all registered vehicles.
Article 1h: Mandates that it shall be illegal for registered vehicles to be on public roads without valid registrations.
Article 1i: Vehicles with personalised registrations approved by the government are exempt from the above Article.
Article 1j: The punishment for driving an unregistered vehicle shall be a fine of no more than 500 pounds.

Article 2: On Operators Licencing
Article 2a: It shall be mandatory for all motor vehicles in use on public roads to be operated by a licenced individual who has a valid licence for the operation of a specific class of vehicle.
Article 2b: Exempts operators of unregistered vehicles on private land only from this clause.
Article 2c: Vehicle classes are defined as the following:
  • Motorcycle: Any motor vehicle with an open body and two or three wheels that is operated by handlebars.
  • Quadricycle: Any motor vehicle that has an open body and four wheels that is operated either by handlebars or a steering wheel and can carry two passengers.
  • Car: Any motor vehicle that has an enclosed cabin area, three to four wheels and carries less than 10 passengers or weighs less than 5 tons.
  • Truck: Any cargo carrying vehicle with an open or an enclosed cabin that weighs more than 5 tons and has more than four wheels.
  • Bus: Any vehicle with an enclosed cabin that weighs more than 5 tons and carries more than 10 passengers and has more than four wheels.

Article 2d: Vehicle licence classes are the following:
  • Motorcycle: This licence applies to the operation of motor vehicles classified as motorcycles and quadricycles with more than 35 horsepower.
  • General: This licence applies to all motor vehicles that are classified as cars.
  • Commerical A: This applies to all motor vehicles that are classified as trucks.
  • Commercial B: This applies to all motor vehicles that are classified as buses.

Aurentine Traffic Code

Section 1. Purpose of the bill -
in recent days it has become clear at the continued escape of Mafia members, and the number of traffic accidents and inconveniences have risen. Noting that our country lacks a formal traffic code, this bill aims to service the basic needs of the motorist public.

Section 2. Establishment of road standards and Vehicle operations -


  • Stop signs will be placed at intersections deemed to be needing extra precaution, vehicles must make a full stop at the sign before continuing on. A rolling stop is not acceptable.
  • Traffic signals will be placed at major intersections that bear high amounts of traffic at a minimum of 3,000 vehicles a day. Lights will be posted facing each road coming into the intersection. A red signal will indicate all vehicles advancing towards it must stop. A yellow light will indicate you must prepare to stop, but not fully. Green will indicate that it is safe to proceed.
  • Official speed limits will be determined by local municipal governments, on thoroughfares/highway/freeway/motorway speed limits will be determined by the Ministry of Transportation. These limits must be posted on clearly visible signs bearing a standard black lettering on white background. They are required to be obeyed by all motorists.
  • Painted lines will indicate the ability to pass the vehicle in front of you. A dashed line will indicate the ability to pass, a solid line will bar passing. These lines will be determined by local governments or the Ministry of Transportation.
  • Clearly visible traffic signs will be required to indicate hazards approaching.
  • All traffic must yield to vehicles turning from or turning to the right at intersections.
  • Flashing indicators are required to be used to indicate the direction in which a driver intends to turn.
  • When all indicators are flashing this will signify an emergency or vehicle malfunction has occurred.
  • When emergency lights or sirens are flashing and being broadcasted behind a vehicle, the vehicle is obligated to pull to the shoulder on the side of the road.

Section 3. Traffic Infractions -


Failure to stop at a marked intersection - Failure to stop where a stop sign is posted or rolling slowly through the intersection. This is a contravention and is punishable of up to a £20 fine.
Failure to stop for an emergency vehicle - Not pulling to the side when emergency lights and sirens are being run behind a vehicle. This is a contravention and is punishable of up to a £55 fine.
Failure to signal - Not using a vehicle's indicators to indicate a turn. This is a contravention and is punishable of up to a £18 fine.
Speeding/Disobeying posted speed limit - Failure to maintain a speed below of at the posted limit. This is a contravention and is punishable of up to a £125, progressive in £25 increments for every 2km over the speed limit.
Passing in a no passing zone - Passing a vehicle in an area marked by a solid line. This is a contravention and is punishable of up to a £12 fine.
Reckless/Dangerous Driving - An act causing damage, possibly causing damage to other motorists or the general public or property. This is a delict and is punishable of up to a 1 year prison sentence and or a fine of £2,000 plus damages caused.
Road Rage - The act of aggressive driving that could intimidate, harass, or cause bodily harm to other motorists. This is a delict and is punishable of up to a 6 month prison sentence and or a £500 fine.
Traffic Hazard - An action causing a vehicle to be a hazard to other motorists, such as traveling at an excessively slow speed. This slow speed being 15 km under the posted limit. This is a contravention and is punishable of up to a £40 fine.

Section 4. Authority to enforce -

Authority to enforce each of the above infractions will be placed on the constabulary and will require that each municipality maintain at least one officer dedicated to traffic safety and enforcement. The Ministry of Transportation is given authority to dictate new standards via legislation and place the above markers on roads they deem fit.

All traffic must yield to vehicles turning from or turning to the right at intersections.

Preamble
Parents must be able to take time off from work after the birth of a child to care for it and to build stronger emotional bonds. It is also important for mothers to be able to rest while pregnant. Raising a child is expensive and a paid parental leave system can help offset some of these costs and replace income during leave.

Section 1-Provisions
1. Employees shall provide 45 days notice prior to taking parental leave.
2. Parental leave shall be available to both parents, who may divide up leave as they wish. The parental leave can be taken by either of the parents or by both at the same time.
3. 52 weeks of parental leave shall be provided, paid at 100% of prior gross income, up to a limit of £20,000.
4. The provisions of this bill shall be funded from the Ministry of Work's budget.

in recent days it has become clear at the continued escape of Mafia members, and the number of traffic accidents and inconveniences have risen. Noting that our country lacks a formal traffic code, this bill aims to service the basic needs of the motorist public.

Section 2. Establishment of road standards and Vehicle operations -


  • Stop signs will be placed at intersections deemed to be needing extra precaution, vehicles must make a full stop at the sign before continuing on. A rolling stop is not acceptable.
  • Traffic signals will be placed at major intersections that bear high amounts of traffic at a minimum of 3,000 vehicles a day. Lights will be posted facing each road coming into the intersection. A red signal will indicate all vehicles advancing towards it must stop. A yellow light will indicate you must prepare to stop, but not fully. Green will indicate that it is safe to proceed.
  • Official speed limits will be determined by local municipal governments, on thoroughfares/highway/freeway/motorway speed limits will be determined by the Ministry of Transportation. These limits must be posted on clearly visible signs bearing a standard black lettering on white background. They are required to be obeyed by all motorists.
  • Painted lines will indicate the ability to pass the vehicle in front of you. A dashed line will indicate the ability to pass, a solid line will bar passing. These lines will be determined by local governments or the Ministry of Transportation.
  • Clearly visible traffic signs will be required to indicate hazards approaching.
  • Flashing indicators are required to be used to indicate the direction in which a driver intends to turn.
  • When all indicators are flashing this will signify an emergency or vehicle malfunction has occurred.
  • When emergency lights or sirens are flashing and being broadcasted behind a vehicle, the vehicle is obligated to pull to the shoulder on the side of the road.

Section 3. Traffic Infractions -


Failure to stop at a marked intersection - Failure to stop where a stop sign is posted or rolling slowly through the intersection. This is a contravention and is punishable of up to a £20 fine.
Failure to stop for an emergency vehicle - Not pulling to the side when emergency lights and sirens are being run behind a vehicle. This is a contravention and is punishable of up to a £55 fine.
Failure to signal - Not using a vehicle's indicators to indicate a turn. This is a contravention and is punishable of up to a £18 fine.
Speeding/Disobeying posted speed limit - Failure to maintain a speed below of at the posted limit. This is a contravention and is punishable of up to a £125, progressive in £25 increments for every 2km over the speed limit.
Passing in a no passing zone - Passing a vehicle in an area marked by a solid line. This is a contravention and is punishable of up to a £12 fine.
Reckless/Dangerous Driving - An act causing damage, possibly causing damage to other motorists or the general public or property. This is a delict and is punishable of up to a 1 year prison sentence and or a fine of £2,000 plus damages caused.
Road Rage - The act of aggressive driving that could intimidate, harass, or cause bodily harm to other motorists. This is a delict and is punishable of up to a 6 month prison sentence and or a £500 fine.
Traffic Hazard - An action causing a vehicle to be a hazard to other motorists, such as traveling at an excessively slow speed. This slow speed being 15 km under the posted limit. This is a contravention and is punishable of up to a £40 fine.

Section 4. Authority to enforce -

Authority to enforce each of the above infractions will be placed on the constabulary and will require that each municipality maintain at least one officer dedicated to traffic safety and enforcement. The Ministry of Transportation is given authority to dictate new standards via legislation and place the above markers on roads they deem fit.

This is a basic outline, so I would appreciate if you could write those out as the US is fairly new to roundabouts and our give way laws are only unwritten common courtesy things. I will add them in.
