National Defence Act
Author: Kalmath
Urgency: Significant
DECLARING that in a increasingly dangerous world the security of our nation take heightened importance.
RECOMMENDS the following measures to elevate security.
§ I - Formation of the Defence Research Department
(A) Establishing the Defence Research Department within the Ministry of Defense to produce, procure and study new and improved ways to better Aurentina's defense and security. (B) All of the DRD's projects shall be considered Top Secret, therefore shall be on a need to know basis. (C) DRD Chief will be required to deliver a report every six months to the President and every month to the Minister of Defense on the happenings and doings of the DRD. (D) The President and Minister of Defense may also request a report from the Defence Research Department Chief.
§ II - Inception of Ministry of Intelligence
(A) Creating the Ministry of Intelligence as a sub-department within the Ministry of Interiors whose purpose it is to provide intelligence on foreign threats to national security. (B) This Ministry shall not maintain nor allow operation on Aurentine soil. (C) The Minster of Intelligence, head of the Ministry of Intelligence, shall give weekly briefings to Minister of Interiors on current operations and possible threats to Aurentina and her allies.
§ III - Intelligence Community Cooperation
(A) The Ministry of Intelligence and the National Gendarmerie shall share all information regarding threats to the national security of Aurentina.
§ V - Creation of The Ministry of Emergency Management
(A) The Ministry of Emergency Management, sub-department of Ministry of Interiors, will retain the duty of disaster relief and preparedness for Aurentina. The MEA will also have the burden of foreign Aurentine diplomatic facilities and will take part in rescue and recovery of Aurentine Citizens from hazardous areas.
§ VI - National Gendarmerie Public Official Security
(A) It will be the responsibility of the National Gendarmerie to maintain the safety of Aurentine diplomats and public officials.
(B) The National Gendarmerie shall also have the duty of protection of the President, Prime Minister and all the members of the Council of State until that bodies dissolution.

Seconded. Also what is the rule of proxy voting? Create new one: ministry of Information and Communications. Responsible for public relations, telecommunications, broadcasting standards, public information, content ratings etc.
