Yeah. There are those desert exceptions. But having AC where you don't need them seems like a waste.

Places like Texas and everything north of it, where you don't need everything to be colder.

It's something called nationalism. Their nationalism gets in the way of how I want the EU to be a multi-national unified state, with every government answering to Brussels. I hope it keeps heading that direction.
