Because there are literally gazillions of more important legislations to pass to spend hours debating which colour should go on national seal, especially since there are no better proposal.

Principally because I oppose establishing national symbols, a lesser issue is that I think it undemocratic not to leave an appropriate time for debate.

If the bill is deemed unimportant why didn't people move to move it down the queue instead of rushing it through? Besides I don't want to debate the merit of the colors and symbols chosen (Hippo has as always made excellent artwork) but the merit of having national symbols in the first place.
