I would suggest that be handled by the Minister of Foreign Affairs, though he doesn't necessarily have to draft it. This isn't the senate's job.

Senator, I ask you to refrain from this somewhat indirect insult to our fellow persons. You may not agree with these idealogies, but you must desist from intesely discouraging the hosts of those ideas nonetheless.
