  1. For the purposes of this Act "small businesses" shall be defined as an unincorporated or private limited business which is: not bankrupt, employs 50 or fewer persons, and earns less than £1,000,000 in gross revenue per year
  2. For the purposes of this Act "private facilities" shall be defined as any building that does not fall under the category of public facilities.
  3. For the purposes of this Act "public facilities" shall be defined as any building owned and/or operated by any level of government as well as any building, including privately owned, which are necessary for the health and well-being of the general public. This includes, but is not limited to:
    • Hospitals and other buildings housing medical services
    • Emergency services (fire, police, ambulance)
    • Military facilities
    • Recreational centres and parks
    • Schools
    • Libraries
    • Buildings which house one or more offices of government services
    Timeline for Implementation
  4. All public facilities shall construct unisex restrooms, either in addition to or in place of male and female restrooms, by no more than one (1) year following the ratification of this Act.
  5. All private facilities shall construct unisex restrooms, either in addition to or in place of male and female restrooms, by no more than two (2) years following the ratification of this Act.
  6. Unisex restrooms shall completely replace segregated restrooms within ten (10) years of this Act’s ratification.

    Use of Segregated Restrooms
  7. Male and female restrooms shall hereby be segregated by gender and not sex.
  8. All persons shall be permitted to use the washroom which corresponds to their gender identity.

    Funding
  9. The costs of unisex washroom construction in public facilities owned by the Government of the Aurentine Commonwealth shall be directly subsidized by the Ministry of Finance.

    Unisex Restroom Establishment Fund
  10. The Unisex Restroom Establishment Fund (UREF) shall be established under the supervision of the Minister of Finance to aid small businesses and lower levels of government in complying with this Act.
  11. Small businesses or lower levels of government that apply to the UREF shall be entitled to a rebate equal to 50-99% of the construction costs of unisex washroom(s), dependent on financial need.
  12. The UREF shall be disbanded eleven (11) years after this Act's ratification.

Description:.

Recognising that the organisation of our economy and the distribution of economic society are just as important in determining whether we can call our society fair, equal or democratic as the distribution of political power is,

Further recognising that this will require new systems which empower the people to control their own affairs,

Therefore declares that the following items shall be passed into law.

  • The state will recognise the right of workers to choose to change the nature of their workplace to more democratic forms through free and fair elections.
  • The following terms must be strictly enforced in regards to the elections. A firm majority of over 70% in support of a change to the nature of their workplace will be required for the opening up of options for workplace change. 71% shall always be considered more than strictly necessary except in cases where it and one fewer vote in favour would both be equivalent to 70%.
  • Two options will be enabled if the vote to change the work place meets the following criteria. One option is to be a negotiated transference of certain assets to the workers, with them free to manage those assets themselves through democratic organisations of their own preferred design and structure. The second option is a negotiated transference of certain powers and responsibilities to the democratic organisations of the workers, which may be improvised if necessary.
  • In such cases that workers decide to change the nature of their workplace, the state shall compensate the present owners for any attendant loss in assets. This compensation shall consider only the itemized market value of redistributed assets known at the point in time when the election request was issued.
  • The Independent Workplace Ballot Administration (IWBA) shall be created immediately, and tasked with providing fair oversight of any vote by workers to decide on whether to change the nature of their workplace. It shall be expected to act impartially, and shall be empowered to act against any attempt by any group to influence the vote. Such votes shall be conducted in a timely fashion after first being requested.
  • In the case that a company or workplace goes bankrupt, the workers can request that possession of the workplace and all assets and legal rights required to resume production be transferred to their own democratic organisation for them to own and control collectively. The IWBA shall be tasked with receiving and acting on these requests in a timely fashion. In such cases, the state shall be obliged to compensate the previous owner(s) according to the itemized market value, at the time when the request is made, of specific known productive assets which transferred to collective possession by the workers.

I move to censure Rumostan on the evidence above for repeatedly, intentionally disrupting the vote count. I ask that he be prohibited from talking in the Senate Chamber thread during elections except to cast a vote and register one short comment, which is actually the rule for everyone already.

I honestly don't know what the hell you're talking about. I gave you comprehensive answers in the Lobby and have repeated them every 20 minutes at your beck and call, or so it feels right now. Description:

Recognizing that the mechanisms of the market can often be inadequate for expressing the desires of citizens in regard to their consumption needs; for example, markets tending to favour those with means, and failing to factor how limited means affect consumption plans.

Further recognizing we need a system that enables all citizens to fully express their needs and work together for mutual benefit in this area.

Declaring, with the above in mind, that the following items shall be passed into law.

  • All citizens will be empowered to create and participate in democratic councils dedicated to the purpose of creating consumption proposals derived from the input of citizens.
  • These consumer councils will be empowered to negotiate with producers on behalf of their constituency
  • They will be obliged to full openness in regards to their dealings and conversations to producers and any affiliates of the producers. This will involve, but not be limited to, the maintenance of a public record of all affiliations and contracts and a system for enabling citizens to bring complaints to the attention of the public, plus an obligation to notify relevant authorities in regard to all meetings where business or matters related to commercial interests were discussed. Failure to do so will result in penalties and, in councils with recall systems, may be used as grounds for a recall vote.
  • These councils will be guaranteed the right to manage their own internal proceedings and organisation, subject only to the will of their constituencies.
