The Salary, Allowances and Pension of Senators Act, 2013
Urgency: High| Drafted by: Great Nepal


Recognises that service to senate and this great nation is senators primary job and fulfil a vital task to this great nation. Furthermore, appreciates the amount of time and effort put in by the senators in this task, hence establishes following allowances and benefits to be made available to all active senators, establishing all costs associated with this bill to be mandatory spending for all governments. Salaries, allowances and benefits may be amended by order of senate however any changes will come into affect after six months.

Salaries and personal allowances: All senators will be entitled to basic salary of NS$400 per day in addition to attendance salary of NS$100 every day they attend meetings in senate. Furthermore, state will provide upon request of senator appropriate house to stay in with his family, ensuring all nessecery security arrangements to protect the senator, his family and his property.

Travel allowances: All senators will be entitled to allowance for travel cost, made from anywhere in the globe for purpose of attending a session of senate or a meeting of a Committee or for the purpose of attending to any other business connected with their duties as a senator, from their usual place of residence to the place where the session or the meeting is to be held or the other business is to be transacted and for the return journey from such place to senator's usual place of residence. This allowance will cover costs incurred by senator and senator's family, during aforementioned travels.

Free transit by railway and air: All senators will be entitled with one free, non transferable first or executive class pass which shall entitle senator alone to travel for free in any national train or in any national airlines, provided said journey is within national borders. This pass will be valid from start of senator's term to end of such term in office.

Health insurance: All senators shall be entitled to free medical insurance for themselves and their immediate family, which for purpose of this act shall be defined as "senator's parents, grand parents, spouse and children". While each senator will be responsible for arranging their own medical insurance, insurance company will be paid to by state on behalf of the senator.

Pension and after service benefits: All senators will be entitled to pension of NS$300 per day, unless they are impeached by senate or are proven guilty in court of law. After retirement, they will be entitled to full health insurance as stated above along with free travel by railway or airline in first class facility.

It's a good idea and a necessary bill, but providing houses for all senators is a bit extreme. Perhaps set a limit and any senators living further away from the senate than that limit can get a house or a housing grant.
Removing the text from people's sigs doesn't make it any less true. I stand with Yalta.

I would only support health insurance, furnishing for transport and such to the extent which is required to execute the duties of office. A healthy salary can cover the rest.

Awarding ourselves gold-plated salaries, life time health insurance policies, and massive pensions as special privileges seems just a bit self-congratulatory.

The current national bank proposal puts the USD to NSC exchange rate at 0.50 NSC to 1 USD. It is not official, however.

We should probably make that official before setting a minimum wage, if we are going to do that.

I would propose an omnibus, but I think that these bills are too partisan for that purpose. Anyway, which of the bills is higher in the queue?

But were are doing an amazing job though. We do deserve it. NS$2000 a day that's only about £750 a day.

The equivalent of $365,250 a year on average. I think we can reasonably say that this is excessive.

Which reminds me. We haven't even defined our country's standard of living, average GDP, or anything like that.

I propose an average GDP of $100,000 NSD a year. Because that would equal $50k USD, which seems reasonable (or is that too high? Living in the most expensive part of my country has skewed my understanding of cost of living) and also 100,000 is an easy number to work with.

Recognises that service to senate and this great nation is senators primary job and fulfil a vital task to this great nation. Furthermore, appreciates the amount of time and effort put in by the senators in this task, hence establishes following allowances and benefits to be made available to all active senators, establishing all costs associated with this bill to be mandatory spending for all governments. Salaries, allowances and benefits may be amended by order of senate however any changes will come into affect after six months.

Salaries and personal allowances: All senators will be entitled to basic salary of NS$400 per day in addition to attendance salary of NS$100 every day they attend meetings in senate. Furthermore, state will provide upon request of senator appropriate house to stay in with his family, ensuring all nessecery security arrangements to protect the senator, his family and his property provided their constituency is not within the capital.

Travel allowances: All senators will be entitled to allowance for travel cost, made from anywhere in the globe for purpose of attending a session of senate or a meeting of a Committee or for the purpose of attending to any other business connected with their duties as a senator, from their usual place of residence to the place where the session or the meeting is to be held or the other business is to be transacted and for the return journey from such place to senator's usual place of residence. This allowance will cover costs incurred by senator and senator's family, during aforementioned travels.

Free transit by railway and air: All senators will be entitled with one free, non transferable first or executive class pass which shall entitle senator alone to travel for free in any national train or in any national airlines, provided said journey is within national borders. This pass will be valid from start of senator's term to end of such term in office.

Health insurance: All senators shall be entitled to free medical insurance for themselves and their immediate family, which for purpose of this act shall be defined as "senator's parents, grand parents, spouse and children". While each senator will be responsible for arranging their own medical insurance, insurance company will be paid to by state on behalf of the senator.

I support peace in Israel and Palestine. The governments and people in power on all sides are an absolute disgrace, and their unwillingness to pursue peace is a disservice to the people they are meant to be serving. The status quo is not simply untenable; it is unquestionably unacceptable.

I propose an average GDP of $100,000 NSD a year. Because that would equal $50k USD, which seems reasonable (or is that too high? Living in the most expensive part of my country has skewed my understanding of cost of living) and also 100,000 is an easy number to work with.


You are getting confused senator GDP is "gross domestic product". You are looking for GDP per capita which is GDP/pop.

The name National Guard makes no sense. It implies that it's more of a volunteer militia rather than a professional gendarmerie or paramilitary police force. Historically, a national guard has been a militia unit. France had the National Guard, the Spanish had the National Guard, Sri Lanka has their own (Sri Lanka National Guard), there was the White Guard in Finland to defend against the Soviet invasion and the United States has the National Guard, but all of them are militias which don't have an internal security role.

Preamble
The security of our nation is a top priority for the government and the Senate. Election to the Senate gives you the responsibility to ensure that you can hold the government to account in ensuring the safety and security of our people. However, it is not the responsibility of individual political parties to act as the judge, jury and executioner, for only multiple political parties and not just one can hold the government to account. Furthermore, we recognise that whether you support or oppose the Right to Bear Arms, in a time such as this, we need to reach a compromise until specific firearms legislation promoting or restricting the ownership of guns. In order to further the government's ability to ensure the security of this nation, we see the need for the creation of a government organisation to do just that, as evidenced by the 1st Festival of Republic, where armed right-wing paramilitaries are attempting to agitate left-wing paramilitaries into destabilising the nation.

Article 1: Formation
1a: In light of potential civil war and for use in a time of a national or regional emergency the Aurentinian Gendarmerie is to be established under the auspices of the Ministry of the Interior.
1b: An Aurentinian Gendarmerie Academy shall also be established with the function of training officers.
1c: Also establishes specially trained sub-forces for special operations and riot control.
1d: The Aurentinian Gendarmerie shall be organised into a series of Brigades consisting of a number of Regiments from different regions.
1e: In times of war, the Aurentinian Gendarmerie or individual Brigades and Regiments may be drafted by the National Defense Force to provide rear security, police the military and for national defense against external threats, based upon the threat to national security this war may have. Gendarmes are to be considered a part of the military and not civilians, however whilst the Aurentinian Gendarmerie is considered to be a military organisation, it does not come under the National Defense Force but the Ministry of the Interior, unless they have been drafted.
1d: All Aurentinian Gendarmerie officers shall be accountable for their actions and subject to review by both the Ministry of the Interior and the Ministry of Justice.
1f: Gendarmes shall have policing powers as established by the Policing and Law Enforcement Act in situations where which require the temporary deployment of Aurentinian Gendarmerie personnel or within jurisdictions that apply to the Aurentinian Gendarmerie.

Article 2: Jurisdiction and Deployment
2a: The Aurentinian Gendarmerie shall provide security of public institutions, ministries and courts, embassies and consulates international airports, national museums, nuclear power plants, riots & crowds control, publicly crowded events and our national borders.
2b: The Aurentinian Gendarmerie shall conduct high risk arrests, disaster response, SWAT operations, the suppression of internal armed conflicts and riots, the policing of areas without a sufficient amount of civilian police, to support local constabularies and counter-terrorism operations.
2c: Herein also decrees that the Aurentinian Gendarmerie shall assist the Police, Emergency Medical Services and the Fire Service in times of natural or man-made disaster.

Article 3: Uniforms and Equipment
3a: All members of the Aurentinian Gendarmerie shall have three primary uniforms: Dress, Operational and Ceremonial.
3b: Operational uniforms shall consist of a standard red beret, black bulletproof vest and belt kit (both of which should not intrude into how the officer moves), a khaki green polo shirt and light khaki button shirt along with accompanying jersey and cargo pants as well as black combat boots.
3c: Mandating that all Aurentinian Gendarmerie officers on duty may carry the following equipment:
[*]One pair of handcuffs.
[*]One telescopic baton.
[*]One can of CS spray.
[*]One personal radio set.
[*]The badge of the Aurentinian Gendarmerie.
Additionally, it shall be mandated that all Aurentinian Gendarmerie officers shall have the minimum of one firearm per officer with spare ammunition as the officer sees fit.
3d: Mandating that all Aurentinian Gendarmerie officers use firearms that use the same calibre of ammunition as both the National Defense Force and the National Police Force. Officers may also use firearms seized from criminals and paramilitaries as long as they comply with safety regulations and are military grade or the equivalent.
3e: Herein forbids officers to use firearms which are temporarily seized from their owners or garishly decorated.
3f: Recommending that the Aurentinian Gendarmerie adopt a standardised vehicle for their respective tasks.
3g: Mandating that all non-combat vehicles carry a green and white livery with blue lights. Mandating that all combat vehicles carry a dark green livery with white letters and orange hazard lights.
3h: Allowing Aurentinian Gendarmerie officers to use non-combat and combat ground vehicles in operations.
3i: Allowing Aurentinian Gendarmerie officers the use of seized or captured non-combat and combat vehicles.
