This is a mess . With the contentious nature of this bill, and given what I've heard about the Senatorial replacement procedure, and how it differs from the current procedure, I almost regret supporting this bill. Mind you, I still like the idea of a capped Senate. But given this bill is so controversial that it threatens to be stuck at a tie, I want to become the first Senator to say the following:

I move to suspend voting on this bill, and move it back to the Coffee Shop, for revision; or until the Senate has adopted a formal procedure to deal with the tie condition.

Oh good. Mind you I support this Bills sentiments wholeheartedly, but when a bill garners a war of ties, especially when there are 3-4 hrs (correct me if I'm wrong) left in it's life, then you know it needs more revision.
