RULING that to protect from a single party voting in the middle of the night to pass a bill that suits their best interests, 24 hours will have to have elapsed after 75% of ALL senators have voted, before a bill is passed/shot down

There's no way we're going to be able to get 75% of all Senators to vote, especially as the number of Senators grows.

Also, if we've already gotten 75% of them to vote one way or another, why would we need an extra 24 hours?

Yes, but the police take how many minutes to arrive? More than it takes for thirty people to take down a gunman.

Psycho or not, it can pertain to any organized or unorganized criminal. This was an example, it would hold in different situations, such as a school disaster, a bank robbery, etcetera.

I propose lowering the percentage to 60%.
