Emperor is over used in the sense that they always have very general and unstately names, Emperor Toby for example.

I like High King and Despot.

Prehaps we could go with Chancellor? (I predict this title being shot down instantly, but it's worth a shot)

I'd officially would like to announce that unless we can agree on a system of Monarchy, in which the Monarch does not have a title above King and is essentially powerless, plus with a clause that he/she may not be politically biased, I am hereby supporting a presidential republic, in which the President has very little power compared to the Head of Government (similar to the President of Italy, the President of Ireland, the President of Malta etc).

Chancellor is a term for a HoG, not a HoS.

Sovereign and Chancellor work nicely together though.

Kaiser? :P

Nah, Princeps isn't the same as an Emperor. It only means "first among equals" which then evolved into the title of "Emperor". A more accurate title of what we think as an Emperor and would be close to modern interpretation is "Dominus".

You keep suggesting titles used for heads of government, not heads of state.

And for the HoG it shall be divinely elected, his eternally loyal servant of the people, the grand Lord protector.
