Honestly they fit the defination quite well for socialist if you look at Policies from Medical Care to Distrubation of Property and Public Transit.

Hence why MANY consider it to be just continuing the first stage of Communism the Socialist Singular Party Dictatorship through out it's existance.
Because for it to be a Communist Nation it would first need to be what it was.
I wouldn't have a problem with top-down socialism if that were what the soviets had, but it wasn't.
Socialism is one thing and one thing only, worker self management. Anything else added to it is a matter of policy, and merely determines what sort of socialism it is. You don't need extensive public services to be a socialist.
